PAWNSHOP

HINIMOK ng isang ranking Mindanaoan lawmaker ang Bangko Sentral ng Pilipinas (BSP) na atasan ang lahat ng pawnshop operators na babaan ang ipinapataw na interes at iba pang surcharges ngayong panahon ng pandemya.

Sa kanyang inihaing House Resolution no. 1212, sinabi ni Cagayan de Oro City Rep. Rufus Rodriguez, na siya ring chairman ng House Committee on Constitutional Amendments, na may kapangyarihan ang BSP na gawin ang naturan niyang panawagan.

Pagbibigay-diin ng kongresista, bunsod ng nararanasang COVID-19 pandemic, marami ang apektado ang paghahanapbuhay at ang masaklap pa, aabot sa daang-libo ang tuluyang nawalan ng trabaho.

“Because of this (pandemic), many are deprived of their opportunity to earn, resulting in them being unable to pay their bills, including rent and utilities,” sabi pa ni Rodriguez.

Ang sanlaan, ayon sa mambabatas, ay naging takbuhan ng mga nawalan ng trababo o kinapos sa panggastos para makahiram ng pera kapalit ang pagprenda ng kanilang alahas o iba pang mahahalagang gamit.

“The jobless and those without income are thus forced to go to pawnshops to obtain funds by pawning their valuables. People prefer these lenders because they are more accessible and they impose lesser and more lenient requirements than banks,” ani Rodriguez.

Paalala ng House panel chairman, sa ilalim ng BSP Circular No. 938, ang interest rate, kasama na ang surcharges, sa alinmang loan o pagpapahiram ng pera ng isang pawnshop ay dapat naaayon sa umiiral na ‘market condition’.

“During this pandemic, it is just proper for the BSP to help our fellow Filipinos and mandate that pawnshops charge lower interest rates. Our people are already facing many problems right now, and high interest rates should not be one of them,” apela pa ni Rodriguez.   ROMER R. BUTUYAN
