Sa ilalim ng naturang bagong sistema, sa halip na kada rehiyon o probinsiya ang ila-lockdown ng pamahalaan upang mapigilan ang pagkalat ng COVID-19, ay maliliit na lugar na lamang, gaya ng bahay, gusali, sitio, kalsada, eskinita, compound o barangay na nakakapagtala ng mga kaso ng COVID-19, ang ila-lockdown upang maiwasan ang labis na pagkalugi ng ekonomiya ng bansa at makapagtrabaho pa rin ang mga mamamayan.
Inaasahang magtatagal ang pilot implementation ng sistema hanggang sa katapusan ng Setyembre maliban na lamang kung palawigin pa ito ng pamahalaan.
Kung mapapatunayang epektibo ito sa pagpigil ng pagkalat ng COVID-19 ay ipatutupad na rin ito sa iba pang bahagi ng bansa.
Nabatid na kabilang sa mga ila-lockdown ay ang mga lugar na itinuturing na “critical zones” ng local government unit (LGU).
