TINATAYANG nasa pitong milyong Pinoy ang walang birth certificates, ayon sa Philippine Statistics Authority (PSA).
Ayon kay National Statistician Lisa Grace Bersales, ito ang bagay na nais na maituwid ng PSA sa ganap na pagpapatupad ng Philippine Identification System (PhilSys) o ang National ID sa loob ng limang taon.
“We estimate 7 million (Filipinos are) without birth certificates,” ani Bersales. “The Philsys will facilitate/catalize citizens to have a birth certificate.”
Gayunman, sinabi ni Bersales na ang kawalan ng birth certificate ay hindi makapipigil sa sinumang Filipino na kumuha ng PhilSys number (PSN) at ID. Batay sa PhilSys Implementing Rules and Regulations (IRR), papayagan ng PSA ang mga mamamayan na magsumite ng ibang government issued IDs kapalit ng birth certificates.
Pinapayagan din ng IRR ang mga mamamayan na walang birth certificates at government IDs na magparehistro para sa PSN at ID sa pamamagitan ng ‘qualified introducer’ na may legal age at isang PSN holder.
“As a minimum requirement, a qualified Introducer shall be of legal age and a PSN holder. The PSA shall maintain a record of all qualified Introducers, each of whom shall be linked to all the registered persons that they have endorsed. Persons who have been registered through a qualified Introducer shall be tagged as such in the PhilSys,” nakasaad pa sa IRR.
“The closure of the gap in terms of birth registration is part of the Sustainable Development Goals (SDGs) Goal 16 which aims to promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”
Ang PhilID ay magpapabilis sa aplikasyon para sa pagkuha ng social welfare at benefits mula sa pamahalaan; tax-related transactions; pagbubukas ng bank accounts; at transaksiyon para sa employment purposes.
Sa ilalim ng batas, ang PhilID ay maglalaman ng biometric information ng registrant, kasama ang pitong demographic data tulad ng buong pangalan, kasarian, petsa ng kapanganakan, lugar ng kapanganakan, blood type, tirahan, nationality, at tatlong optional information, partikular ang marital status, mobile number at email address.
