INAPRUBAHAN na ng pamahalaan ang P95-billion Pasig River Expressway (PAREX) ng San Miguel Corp. (SMC), mahigit isang taon magmula nang ipanukala ng kompanya ang elevated toll road project.
Nilagdaan noong Martes nina SMC president Ramon Ang, Transportation Secretary Arthur Tugade, Public Works Secretary Mark Villar, at Toll Regulatory Board Executive Director Alvin Carullo ang Supplemental Toll Operations Agreement (STOA) para sa PAREX, na nagpapakita sa pag-apruba sa proyekto.
Sa isang statement, sinabi ng SMC na ang PAREX ay isang 19.37-kilometer, six-lane elevated road, na tatakbo sa mga bank ng Pasig River, simula sa Radial Road 10 sa Manila hanggang C-6 Road, na kilala rin bilang future South East Metro Manila Expressway (SEMME) sa Taguig City.
Ang proyekto ay magkakaroon ng tatlong major segments na kinabibilangan ng Segment 1 mula R-10 hanggang Plaza Azul, Manila; Segment 2 mula Pandacan hanggang C-5, at Segment 3 mula C-5 hanggang C6.
Ang PAREX ay idurugtong at gagamit din ng 2.7-kilometer portion ng bagong Skyway Stage 3 mula Nagtahan hanggang Plaza Azul.
Sa sandaling maging operational, ang PAREX ay magsisilbing east-west connection, na mag-uugnay sa Skyway 3 at SEMME para ang bawat major city sa Metro Manila ay maging accessible via expressway.
Sinabi ng kompanya na sasagutin nito ang lahat ng P95-billion gastos sa pagtatayo ng PAREX, na walang taxpayer o government money na gagamitin.
Sa kanyang panig, sinabi ni Ang na sa wakas ay makukumpleto na ng PAREX ang matagal nang inaasam na north-south-east-west expressway connectivity para sa rehiyon.
Aniya, ang panukalang toll road sa kahabaan ng Pasig River ay magjging unang privately-funded road network sa bansa “that combines sustainability features with the functionality of a safe and efficient transport infrastructure that the country is sorely lacking in.”
“This will be an inclusive, user-centered infrastructure that will integrate various modes of transportation beyond cars. It will have dedicated bike lanes, walkways, a bus rapid transit system, among others,” sabi ni Ang.
Sinabi ng SMC chief na sa P2-billion Pasig River rehabilitation initiative ng kompanya ay plano nitong palawakin ang water transport sa pamamagitan ng ferry boats na mag-uugnay sa mga tao sa mga lungsod sa waterfronts ng Metro Manila, kabilang ang Laguna Lake, Pasig River, Manila Bay at Marikina River.
Kinuha ng SMC si architect, environment planner, at green urbanism advocate Felino Palafox Jr. para tumulong sa pagtatayo ng PAREX project.
“Together with Palafox and Associates, we will build what will be the country’s first sustainable infrastructure, one that will not just be ‘green’, but will have multiple uses and direct environmental, social, and economic benefits to Filipinos,” ani Ang.
“PAREX will also be for pedestrians and cyclists. It will not just be for motorized transportation and convenience, but also for maintaining our health and well-being. It will not just ‘beautify’ the surroundings–it will rehabilitate the Pasig River and inspire urban renewal in Metro Manila,” dagdag pa niya.
Mayroon man o wala ang PAREX project, sinabi ni Ang na isasagawa pa rin ng SMC ang Pasig River cleanup dahil nakahanay ito sa sustainability goals ng kompanya.
“In the past, we have spent P1 billion, P2 billion on worthwhile projects that helped thousands of people. But cleaning up our rivers will benefit millions of Filipinos, who will, hopefully, no longer be as affected by flooding,” aniya.
