MALAPIT nang matapos ang P4.7 bilyong Bicol International Airport (BIA) sa bayan ng Albay.

Pinasalamatan ni Albay 2nd district Rep. Joey Sarte Salceda sina Pangulong Duterte at Department og Transportation (DOTr) Secretary Arthur Tugade sa pagbibigay katuparan sa matagal ng pangarap ng mga Bikolano.

Si Salceda, na House Ways and Means Committee chairman, ang nagpasimula sa proyekto mahigit isang dekada na ang nakaraan. Itinatatag sa isang mataas na kapatagan na ligtas sa baha sa Barangay Alobo ng ba­yang ito, mamamalas mula sa BIA ang buong alindog ng Mayon Volcano at ang magandang kalaganapan ng Metro Legaspi kaya itinuturing itong susi sa malagong turismo sa Kabikulan.

Pinangunahan ni Secretary Tugade ang ‘test commercial flight’ sa BIA, kasama ang mga opisyal ng DOTr at mga ‘safety officer personnel’ ng Civil Aviation Authority of the Philippines (CAAP) nitong nakaraang Hulyo 30. Inaasahang matatapos ang pasilidad bago matapos ang 2021 at ang ganap na buong operasyon nito sa 2022.

Magiging ‘technically capable’ ng paandarin sa araw ang BIA simula sa ika-7 ng Oktubre, at sa gabi naman sa ika-4 ng Nobyembre, 2021 kaya ire-rehistro na ito sa International Civil Aviation Organization sa naturang buwan. Tinatayang kaya na nito ang mga ‘international flight’ pagkaraan ng anim na buwan.

Ayon kay Salceda, ang pagbubukas ng BIA ay magsisilbing pinakamalakas na tulak sa ekonomiya ng Bicol dahil kaya nitong pangasiwaan ang mga 3,000 pasahero araw-araw kumpara sa 600 lamang na kaya ng Legazpi Domestic Airport.” Tinatayang mapaglilingkuran nito ang mga dalawang milyong pasahero taon-taon, na ang malaking bahagi ay mga dayuhang turista.

“Pakikinabangan din ang BIA ng ibang mga lalawigan at palalaguin nito ang ugnayan nila sa turismo, gaya ng grupong Almasor (Albay-Masbate-Sorsogon) na pinasimulan ko nang gobernador ako ng Albay at chairman ng Bicol Regional Development Council,” dagdag niya.

Sa ginanap ng “commercial flight test” noong Hulyo 30, lumapag sa BIA ang eroplano ni Tugade kasama ang mga 50 pasahero mula sa Manila. Isinagawa rin ng CAAP dito ang mga ‘flight checks’ na ginamitan nila ng ‘Pilatus aircraft’ noong Hul­yo 27-28. Malimit ding inin-speksiyon ang trabaho sa pasilidad noong Mayo upang matiyak na mayayari nga ito bago matapos ang taon.

May 2.5 kilometro ang haba at 45 metro ang lapad ng runway ng BIA. Mayron din itong 17 mga gusali, kasama ang 2-palapag na ‘Passenger Terminal Building’ na may 3,680 metro kuwadradong ‘floor area’ sa loob ng 148-ektaryang saklaw ng BIA ‘complex.’ Mga 755 katao ang hinirang sa pagpagawa nito at tinatayang lilikha ito ng mga 1,100 permanenteng trabaho, bukod sa higit na mga 47,000 iba pang ‘indirect jobs’ sa mga sektor ng kalakalan, turismo, transportasyon at iba pa sa sandaling ma­ging normal na uli ang ekonomiya.

Sinabi rin ni Salceda na sadyang binalangkas ang disenyo ng BIA upang matiyak na matibay ito sa mga bagyo at katulad na mga kalamidad. Unang seryosong pinag-aralan ang BIA ni dating Pangulong Gloria Macapagal-Arroyo sa mungkahi ng mambabatas na noon ay nanungkulan bilang Presidential Chief of Staff niya.

“Ang BIA ay kaganapan ng matagal nang pangarap naming mga Bikolano. Lubos ka­ming nagpapasalamat kay Pa­ngulong Duterte at Secretary Tugade at gayon din sa Pangulong Arroyo pagpasimula niya sa proyekto at dating Pangulong Aquino din,” dagdag ni Salceda. Ginawa itong prayoridad na proyekto sa ilalim ng “Build, Build, Build program” ni Pangulong Duterte.

Samantala, nangako ang dalawang kontraktor sa BIA na sisikaping nilang tapusin ang kani-kanilang kontrata ngayong Agosto, Sa kabuuan, nitong nakaraang ika-28 ng Hul­yo, 89% nang kumpleto ang proyekto, saklaw ang dalawang grupo ng mga istruktura sa ginagawang paliparan na tinagurian nilang Package 2A na 96% nang tapos, at Package 2B na 86% nang kumpleto.
