JUST like the notable and wheelchair-bound physicist Stephen Hawking who proved that disability needDTI-TRABAHO-NEGOSYO-KONSYUMER not be an obstacle to success, there are scores of individuals with varied types of handicaps who proved that they too can be part of mainstream society.

In the highlands of the Cordillera, there are persons with disabilities (PWD) or differently-abled persons who are themselves breadwinners and engaged in various entrepreneurship who were supported by the Department of Trade and Industry Cordillera Administrative Region (DTI CAR).

FROM WARRIOR TO ENTREPRENEUR

Edgardo Alonzo Tallong, 74 of Pudtol Apayao, an amputee and former civilian volunteer during the 90s anti-insurgency campaign when the province was under a bloody confrontation between the government and communist groups, lost his left arm when he attempted to remove an unexploded bomb scattered in their area.

That incident may have changed him physically but it did not stop him from doing his usual chores of coffee farming and commitment to protecting his community. With his coffee farm, he was a recipient of an OTOP-NextGen program of the DTI Apayao. He was also a recipient of coffee grinders under DTI’s Livelihood Seeding Program-Negosyo Serbisyo sa Barangay (LSP-NSB) that helped him improve the quality of his product.  The processing equipment provided by DTI lessened his burden of manually grinding roasted beans that often took him an entire day.

Proving that despite one’s disabilities, nothing is impossible if one has the courage to conquer his/her weaknesses. Today, Edgardo continues to engage in planting, harvesting, processing, and marketing coffee while also helping members of his community by providing them labor opportunities in his coffee farm.

 PWDs AS PRODUCTION BOOSTER

The Kalinga Indigenous Weavers Association (KINWA) employs seven PWDs in its production and marketing of handwoven products. Six of KINWA’s workers are deaf-mute and one is paralyzed due to spinal disease.

In 2015, KINWA was a recipient of the Shared Service Facility (SSF) on Loom Weaving and Sewing from the Department of Trade and Industry. The set of equipment helped members increase their production that eventually expanded KINWA’s business venture.

Training on weaving and sewing were also regularly implemented by DTI giving chance to the seven PWDs, two single parents, two orphaned families, and 35 nursing mothers to acquire knowledge and skills.

INSPIRING OTHERS

Despite her hearing and speech deficiency, Carol Tamawa was unfazed in her passion to share her skills and creativity, especially among interested women weavers and bag makers.

Using a borrowed manual sewing machine Tamawa sews sling bags, backpacks, and purses from traditional textiles in the areas of Banaue, Hingyon, and Lagawe of Ifugao Province. During DTI-organized trade fairs, Tamawa’s impressive loom woven bags kept buyers coming back for more, and among her designs that became a hit was a prototype camera bag.

Recognized for her potentials and the impact of her contribution to the business growth of other women enterprises in the province, she was granted a DTI SSF-manual sewing machine and a high-speed sewing machine to match the volume and type of sewing jobs coming her way. For entrepreneurial skills enhancement training on weaving and sewing, DTI-Ifugao tapped Tamawa to inspire and influence participants even through coaching using sign language.

Nowadays, she is currently being assisted in online marketing due to the impacts of COVID-19 on the business sector. Her products are available in 1K Steps Pasalubong Center in Alfonso Lista and at the DOST Product Hub in Lagawe, Ifugao.

SSF AND KMME

The La Trinidad Association of Persons with Disability (LTA-PWD) was a recipient of several skills training and sewing machines Under the Kapatid Mentor Me (KMME Program) and Shared Services Facility (SSF) program of DTI. Trainings offered include Advanced Tailoring, Machine Trouble Shooting and Maintenance, Pattern Making, and Upholstery Training.
