CRACKDOWN VS BOGUS MEDICAL CLEARANCES, FAKE TRAVEL DOCS

SA pakikipag-ugnayan sa Philippine National Police (PNP), inatasan ng Joint Task Force COVID Shield ang mga police commander na maglunsad ng malawakang crackdown laban sa mga grupong nasa likod ng counterfeit quarantine exemptions, bogus medical clearance certificates at mga fake travel authority.

Ipinag-utos ni JTF COVID Shields commander Lt. General Guil­lermo Eleazar ang pagbuwag at pagdakip sa mga taong responsable sa pamemeke ng mga medical clearance certificate, travel authority at iba pang dokumentong may kaugnayan sa umiiral na health protocols dulot ng COVID-19 dahil na rin sa reklamo ng mga local government unit (LGU) hinggil sa uncoordinated travels sa mga lalawigan.

Ayon kay Eleazar, kailangan tiyakin ng mga  police commander na masasampahan ng kaso ang mga maaaresto at hindi na muling makakabalik sa kanilang mga illegal na gawain na makadagdag sa  maaaring mass infection sa mga lugar na pinuntahan ng mga manlalakbay.

“All uncoordinated travels must be presumed to be using a fake Medical Clearance Certificate and/or Travel Authority unless cleared by the issuing authority. Like those who manufactured these fake documents, those who are using them must be pu­nished for endangering public health,” ani Eleazar.

Kailangan ng locally stranded individuals (LSIs) ng travel authority kung ang kanilang biyahe ay tatawid sa borders ng Metro Manila,  provinces at  highly-urbanized city na kung saan ay kailangang magsumite muna ng medical clearance certificate para matiyak na walang COVID-19 bago isyuhan ng nasabing dokumento .

Kaya’t ipinag-utos sa lahat ng  police commanders na maging mahigpit sa counter-checking ng lahat travel authority na ipi-prisinta sa quarantine control points upang matiyak na nagkaroon ng wastong koordinasyon para sa biyahe ng mga paparating na LSIs sa kani-kanilang mga lalawigan.

Nabatid na ilang LGUs ang humiling sa  National Task Force (NTF) on COVID-19 na pinamumunuan ni Defense Secretary Delfin Lorenzana sa pamamagitan ni Interior and Local Government Secretary Eduardo Año na kontrolin ang pagpapalabas ng  travel authority dahil sa biglang pagdagsa ng LSIs sa kanilang lugar na nagresulta sa kakula­ngan sa  quarantine facilities kung saan pansamantala silang ilalagay at aayudahan ng local health personnel.

Samantala, ang mga  Authorized Persons Outside Residence (APOR) ay hindi na kailangan na magprisinta ng  travel authority kung ang kanilang biyahe ay  work-related subalit, sa airline companies at passenger vessels ay kaila­ngang ipakita ng mga pasahero ang kanilang medical clearance certificate.
