NANGANGANIB na mawalan ng trabaho ang may 700,000 manggagawa sa bansa dahil sa panukalang Corporate Income Tax and Incentives Rationalization Act (CITIRA), ayon sa Trade Union Congress of the Philippines (TUCP).

“Our economic managers are hell-bent in pushing thousands of workers and their families towards the fire by pushing the approval of the CITIRA without any credible job protection measures and believable safety nets for workers affected by the enforcement of this second tax reform package measure,” sabi ni TUCP vice president Louie Corral.

Layunin ng CITIRA, ang second package ng comprehensive tax reform program ng administrasyong Duterte, na ibaba ang corporate income tax (CIT) rates sa 20% mula sa 30% sa 2029, sa staggered basis.

Naglalayon din itong isulong ang mas kumpetitibong fiscal incentives system sa pagiging time-bound, transparent, targeted, at performance-based ng tax perks.

Naunang sinabi ng Department of Finance (DOF) na ang naturang panukala ay lilikha ng 1.4 million na trabaho kapag naisabatas.

Gayunman ay kinontra ito ni Corral.

“They’re saying workers will be protected and new jobs will be created with CITIRA but if you take a closer look at the measure, these provisions are insubstantial and vague when it comes to protecting jobs and providing safety nets for workers,” ani Corral, at idinagdag na ang panukalang batas ay nagkakaloob lamang ng P500 million annual budget para sa mga mawawalan ng trabaho.

Hindi rin, aniya, ‘sure-fire formula’ ang panukalang pagkalooban ng allowances ang mga mawawalan ng hanapbuhay sa loob ng tatlo hanggang anim na buwan.

Samantala, iginiit ng DOF na hindi nababahala ang mga foreign investor sa CITIRA.

“Despite the persistent fear-mongering activities of certain groups, the international investment community continues to signal its confidence in the policies of the Duterte administration and in the strength of the Philippine economy and its workforce, as illustrated by the surge in FDI [foreign direct investment] pledges in the year’s first semester,” wika ni Finance Undersecretary Karl Kendrick Chua.
