DBM SASANDIG SA DIGITAL

INILATAG ni Budget and Management Secretary Amenah Pangandaman ang mga mahahalagang strategic priorities upang matutukan ang kasalukuyang pagkukulang at bigyang daan ang inclusive governance.

Sa kanyang pagharap sa Pilipinas Conference 2022 na ginanap sa Ayala Museum, idiniin ni Pangandaman ang pangangailangan at kahalagahan ng digital interventions, gayundin ang Open Government and Digitalization Efforts ng DBM bilang bahagi ng pagsulong ng programa sa ilalim ng Marcos administration para makamit ang pagiging bukas o transparency at accountability.

“Our country needs to fully embrace and transition to digitalization, especially on government processes and business models. This is why at the Department of Budget and Management, digital transformation is at the core of our reform agenda,” ayon kay Pangandaman.

Tatlong strat priorities naman ang tinukoy ni Pangandaman para maisulong ang digital transformation sa bansa kasama ang energizing citizen participation in governance, investing on innovations to close the digital governance gap, at ang harnessing an agile government.

Mahalaga rin ang ginagampanan ng Philippine Open Government Partnership (PH-OGP) para mapalakas ang citizen participation.

“The DBM is in the process of establishing a CSO Desk to serve as the focal unit for all concerns related to public participation in the budget process, among others. The DBM CSO Desk will be one of the avenues in providing capacity-building activities for CSOs to enable a more meaningful engagement. We target to roll this out by year-end,” giit ng budget chief.

Sa pamumuhunan sa inobasyon, ayon pa kay Pangandaman ay magdadala sa pamahalaan ng makabuluhang digital opportunities para sa pagbibigay ng basic connectivity.

“By investing in digitalization, we connect Filipinos to more opportunities. That is why in our proposed FY 2023 budget, Php12.47 billion will be provided for ICT and digitalization programs and projects of the government,” wika ni Pangandaman.

Makatutulong din aniya para bumuti ang bureaucratic efficiency, at ang adbokasya ng DBM para sa digitalization sa makakamit sa pamamagitan ng Public Financial Management.

Iginiit din ni Pangandaman ang commitment ng DBM na ilatag ang Budget and Treasury Management System (BTMS), isang sistema na nagsusulong ng mas maayos na cash management, effective financial control, accountability, at oversight with financial management systems integration sa buong burukrasya.
