NANANATILING suportado ni Department of Budget and Management (DBM) Secretary Amenah Pangandaman ang Procurement Service – DBM (PS-DBM) at iginiit na malaki ang maitutulong ng centralized procurement sa pamahalaan at publiko.
Sa kanyang talumpati sa Partners in Service 2023 appreciation event na laan sa PS-DBM partner-merchants and suppliers kahapon, sinabi ni Pangandaman na sa pamamagitan ng transformational initiatives at reporma, kumpiyansa siya na huhusay pa ang PS-DBM sa serbisyo nito.
“Centralized procurement is still more advantageous to the government and its people. Hence, I will continue to support PS-DBM while advocating for the restructuring of its organizational staffing and the amendment of the Government Procurement Reform Act which is already two decades old,” anang Kalihim.
Bahagi ng inisyatibo at reporma ang digitalization at pagsusulong ng sustainable procurement system sa pamamagitan ng Green Public Procurement (GPP).
Dagdag pa ni Pangandaman, isang manual ang binalangkas para sa guide procurement practitioners at nakapaloob doon ang green specifications sa Common-use Supplies at Equipment (CSEs).
Suportado rin ni Pangandaman ang pagbabago sa Government Procurement Reform Act.
“With the updated law, we will have the opportunity to put the right people in, thus ensuring accountability as well as the sustainability of the institution and our procurement system. I am confident that with the excellent leadership of Atty. Santiago, our reforms will be realized and executed with utmost integrity,” giit ni Pangandaman.
Iniharap naman ni PS-DBM Executive Director (ED) Dennis Santiago ang PS-DBM’s 12-Point Agenda, na magiging daan sa pagbabago sa ahensiya kabilang ang study, review, at rationalize CSEs; study, review, and recast specifications gayundin sa pricing; beef up stock-priming of depots and hubs; streamline at isamoderno ang Philippine Government Electronic Procurement System (PhilGEPS); at institutionalize gayundin ang pagpapatupad sa GPP.
