NAGTATAG ang Department of Education (DepEd) ng DepEd Elections Task Force (ETF) Operation and Monitoring Center upang tulungan ang mga public school teachers and personnel sa kanilang tungkulin sa May 2022 elections.
Ang paglikha ng ETF ay paraan ng DepEd upang tulungan ang Commission on Elections (COMELEC) na masiguro ang malaya, maayos, tapat, tahimik at kapani-paniwalang National and Local Elections 2022.
“The ETF will ensure that teachers and personnel are provided with adequate information, technical and legal assistance in the course of the performance of their duties as members of the Electoral Board. This will also serve as DepEd’s institutional link to volunteer organizations and individuals,” ayon kay Education Secretary Leonor Magtolis Briones.
Sa DepEd Memorandum No. 10, s. 2022, inatasan sina Undersecretaries Alain B. Del Pascua and Atty. Revsee A. Escobedo bilang DepEd ETF Operations and Monitoring Center chair at vice-chair.
Inestablisa ito ng Department will establish the DepEd ETF sa Bulwagan ng Karunungan, DepEd Central Office sa Pasig City mula May 8 hanggang May 10, 2022 upang masiguro ang pagsunod sa pagpapatupad ng lahat ng kautusan at instruction na may kaugnayan sa election duties. Bukas ang ETF mula 1:00 p.m. hanggag 5:00 p.m. sa nasabing mga petsa.
Dagdag pa rito, lahat ng regional at mga schools/city division offices ng DepEd ay otorisadong gumawa ng sarili nilang ETF Operations and Monitoring Centers tulad ng iskedyul na nabanggit.
“The regional directors and schools division superintendents are instructed to submit a list of five officials/employees who will compose its ETF, with their respective designation, position, salary grade, DepEd email address, and contact information,” ayon kay Undersecretary for Administration and ETF Chair Alain Del B. Pascua.
Ang bayad o honoraria sa mga officials and personnel na magseserbisyo sa kani-kanilang ETFs ay sasailalim sa kasalukuyang Commission on Audit rules and regulations kaugnay ng Department and Budget issuance sa nasabing bagay.
“Payments of overtime pay or grant of compensatory time-off to qualified personnel in the central, regional, and schools/city division offices who will compose the DepEd ETF are authorized, subject to the availability of funds and existing auditing rules and regulations, as well as the pertinent Civil Service laws,” dagdag pa ni Usec. Pascua.
Bukod dito, ang nationwide orientations and training ng mga miyembro ng ETF ay ioorganisa. Sasakupin nila ang procedures sa paggamit ng digital signatures, enhancement at updates sa mobile monitoring application systems, COVID-19 protocols, do’s and don’ts na dati nang ginagawa, sa panahon, at matapos ang eleksyon, at iba pang election-related concerns.
