Ang China Telecommunications Corporation, isang Chinese state-owned company at ang parent company ng China Telecom Corporation, Limited, kung saan affiliated ang China Telecom bilang isang subsidiary, ang second-biggest stakeholder ng Dito, na may 39.92-percent stake.
Sa isang panayam sa radyo, sinabi ni Castro na naniniwala siya na ang napipintong pagpapawalang-bisa at pagkansela sa lisensiya na ipinagkaloob sa China Telecom Americas ay magkakaroon ng epekto sa kakayahan ng Dito na magsagawa ng interconnecting activities sa Estados Unidos, partikular ang roaming connections mula sa Filipino subscribers ng DITO na maaaring tumawag o mag-text habang nasa ibang bansa.
“Oo nga. Oo, tama. Magkakaroon din ng epekto ‘yan,” pahayag ni Castro nang tanungin kung tama ang mga eksperto sa kanilang pananaw na ang hakbang ng US ay maaari ring makaapekto sa telecommunications interests ng China Telecom sa Filipinas.
Naniniwala rin ang kongresista, na miyembro ng Makabayan bloc sa Kamara, na maging ang paggamit ng DITO broadband o mobile data network para maka-access sa US-based websites ay maaari ring maapektuhan.
“Oo ‘noh. Eto ‘yung US-based website na konektado doon sa China Telecom, meron ding epekto ito at magkakaroon ng access. Tingin ko kung may ganyan kung iba-ban ‘yan, so baka hindi na,” ani Castro.
Ang China Telecom ay kabilang sa Chinese companies na napipintong i-ban sa Amerika dahil sa banta nito sa pambansang seguridad.
Binigyang-diin ng U.S. Federal Communications Commission na ang China Telecom ay pag-aari ng Chinese government at kontrolado ng Communist Party ng China ang kompanya.
Noong Disyembre 2020 at Marso 2021 ay sinimulan na ang proceeding para ipawalang-bisa ang lisensiya na ipinagkaloob sa China Telecom.
Ayon kay FCC Chairman Ajit Pai, bukod sa ownership issue, iginiit ng security agencies na hindi sumunod ang China Telecom sa cybersecurity at privacy laws, at nagkakaloob ng pagkakataon sa Chinese state-sponsored economic espionage at disruption ng U.S. communications traffic.
“The Chinese government intends to surveil persons within our borders, for government security, for spying advantage, as well as for intellectual property and an industrial or business.”
