DPWH SINITA NG COA SA MULTI-BILLION PESO PROJECTS DELAY, SLIPPAGE

PINUNA ng Commission on Audit (COA) ang multi-billion peso projects ng Department of Public Works and Highways (DPWH) dahil sa pagkakaantala at slippage ng implementasyon nito ayon sa inilabas na audit report ng komisyon nitong Dis­yembre.

Ayon sa COA, hindi naimplementa ng tama ng DPWH ang 3, 047 local funded projects nito dahil sa walang kaukulang plano, detailed engineering, supervision at monitoring.

“DPWH was not able to efficiently implement 3,047 locally funded projects with an aggregate cost of P131, 569,418,441.24 due to inadequate planning, detailed engineering, supervision, and monitoring, which resulted in delayed completion and non-implementation of various projects” saad sa report.

Gayundin ang ‘slippage’ ng mga kontraktor sa infrastructure projects na dapat aniya ay bigyan ng ‘final warning’ at i-required ang mga ito na maglatag ng detailed program of activities at onsite supervision.

“Verification and evaluation of the status of 3,047 locally-funded infrastructure projects, school buildings and Farm-to-Market Road (FMR) projects with an aggregate cost of P131,569,418,441.24 implemented by various DPWH Offices disclosed that: (a) 2,324 projects with a total cost of P90,175,886,852.06 were not finished/completed within the specific contract time or completion date; (b) 500 projects with total cost of P34,563,301,494.10 were suspended; (c) 33 projects with a total cost of P2,805,916,136.21 were terminated/for termination; and (d) 190 projects with a total cost of P4,024,316,282.87 have not been started at all during the year.”

Kasama sa hindi naipatupad ng ahensya ang 17 foreign-assisted projects na may halagang P P84, 411,319,510.12 batay sa negative slippages nito.

“DPWH was not able to efficiently implement 17 Foreign-Assisted Projects with an aggregate cost of P84,411,319,510.12, as evidenced by negative slippages ranging from 0.78 percent to 36.60 percent, increase in project costs, and/or prolonged implementation period which resulted in loan restructuring of three projects in CY 2023 and possible restructuring of other projects in CY 2024.”

Naantala ang implementation ng Metro Manila Bridges Project na nakaapekto sa utilization ng loan proceeds na nagresulta sa pagbabayad ng DPWH ng commitment fees na nagkakahalaga ng P26, 519,560.90 noong 2022 at 2023.

Batay pa sa report, hindi pinatawan ng DPWH ang mga kontraktor at supplier ng liquidated damages na dahilan ng projects delay mula 1 hanggang 912 araw hanggang sa completion of projects at delivery of goods na isang paglabag sa Revised Implementing Rules and Regulations ng Republic Act No. 9184.

“Liquidated damages were not imposed, collected or deducted from the payments made to the contractors and suppliers who incurred delays ranging from 1 to 912 days corresponding to days elapsed between the target schedule and actual dates of completion of projects and delivery of goods, with total contract cost of P8, 555,210,686.28.”

Samantala, nakasaad pa sa audit ang delayed at non-submission ng 9,100 infrastructure/non-infrastructure contracts at purchase orders sa Office of the Auditor na nagkakahalaga ng P286,715,719,629.55 kasama dito ang isinumiteng 1,663 contracts na may halagang P66,347,567,162.51 na may kakulangan sa mga dokumento.

Inilahad pa ng COA na may mga infrastructure projects na idineklarang 100% complete na sa “Report on Publicized Go­vernment Programs, Projects and Activities and project status monitoring reports of DPWH implementing offices” sa halagang P5,716,765,648.37 sa kabila ng umano”y depekto nito sa isinagawang actual inspection at validation nito.

Wala pang komento ang DPWH hinggil sa inilabas na 2023 COA report.
