PINAPAYAGAN na ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases na makapasok sa bansa ang ilang foreign nationals simula sa Mayo 1, 2021.

Ayon kay Presidential Spokesman Harry Roque, kinakailangan lamang na mayroong valid visa ang mga dayuhan sa panahon na papasok sa Filipinas maliban na lamang ang kwalipikado sa ilalim ng Balikbayan Program na nakasaad sa Republic Act No. 6768 (Act Insituting the Balikbayan Program).

“These foreign nationals must likewise have a pre-booked accommodation for at least seven (7) nights in an accredited quarantine hotel or facility and they must subject to COVID-19 testing at the quarantine hotel / facility on the sixth (6th) day from the date of arrival. In addition, they are subject to the maximum capacity of inbound passengers at the port and date of entry,” sabi pa ni Roque.

Gayunman, sinabi ni Roque na patuloy pa ring umiiral ang travel restrictions sa mga biyahero na galing ng India o mayroong history ng pagbiyahe sa naturang bansa. Nagpalabas ng travel ban ang Filipinas sa lahat ng mga biyahero mula sa India mula April 29 hanggang Mayo 14 bunsod na rin ng napakataas na bilang ng COVID-19 cases sa naturang bansa.

“All these are without prejudice to immigrations, rules and regulations. The Commissioner of Immigration shall have the exclusive prerogative to decide on the waiver or recall of exclusion orders of foreign nationals, subject to regular reporting to the IATF Secretariat,” pahayag ni Roque.

Ayon kay Roque, para masiguro na magiging maayos ang implementasyon ng bagong panuntunan ng IATF, inatasan na ang Bureau of Immigration na bumalangkas ng mga kaukulang guidelines.

“The Commissioner of Immigration shall have the exclusive prerogative to decide on waiver or recall of exclusion orders for foreign nationals,” dagdag pa ni Roque.

Noong Marso ay pansamantalang sinuspinde ang pagpasok sa bansa ng mga dayuhan kahit pa ang mga ito ay may valid nang isailalim ang National Capital Region at mga lalawigan ng Bulacan, Cavite, Laguna, at Rizal o NCR Plus sa enhanced community quarantine na sa kasalukuyan ay nasa ilalim ng modified ECQ dahil sa patuloy na pagdami ng COVID-19 cases sa mga nabanggit na mga lugar.
