FREE AT EASY ACCESS SA LAHAT NG GOV’T WEBSITES

NAIS ni Senadora Leila de Lima na maglaan ang public telecommunications companies ng “free at easy access” sa lahat ng government websites para sa kapakinabangan ng publiko.

Sa Senate Bill 1852 na inihain ni de Lima, dapat paghandaan ng telecommunications firms ang pagkakaroon ng fully accessible na government services na kinakailangan ng publiko kabilang ang importanteng official forms gayundin ang scheduling ng kanilang applications na makukuha sa mga website ng iba’t ibang ahensiya ng pamahalaan.

“With technology rapidly changing our social and economic landscape, it has now become imperative for the government to ride the tide of technological advancement in order to provide a more efficient, safer, and equitable public service,” giit ng senadora.

“Catering to Filipino who have access to smartphones, this bill will connect each citizen to the vast catalogues of government information. Ordinary Filipinos will be empowered to be more critical and participative in the decision-making processes that shape our society,” dagdag pa nito.

Tinukoy nito, base sa pag-aaral noong 2014, nakararanas ang bansa ng “digital divide,” kung saan 66 percent ng middle hanggang upper class lamang ang nakakagamit ng internet  kumpara sa  35 percent at 18 percent ng mahihirap at mas mahihirap pa.

Bagaman, naipasa na ang “Free Internet Access in Public Places Act,” sinabi ng senadora na marami pa rin ang hindi nagagamit  nito dahil na rIn sa mahinang signal sa ibang lugar katulad ng mga probinsya.

“At present, not everyone is fortunate enough to experience this technological innovation,” diin ni De Lima, chairman ng Senate Committee on Social Justice, Welfare and Rural Development.

At upang gumaan ang pasanin ng public te­lecommunication entities sa pagpapatupad ng nasabing batas, ipinanukala ng senadora na tulungan ng Department of Information and Communications Technology (DICT) ang lahat ng government agencies upang masigurong maa-access ng publiko ang kani-kanilang websites sa minimal data requirements.         VICKY CERVALES
