ISINUSULONG nga­yon sa pamahalaang lalawigan ng Occidental Mindoro ang pag-regulate sa paggamit ng fossil fuels at pagbabawal sa paggamit ng coal fired energy source ng power stations, at papalitan na lamang ng alternatibong green energy bilang pakikiisa sa global efforts para labanan ang masamang epekto ng Climate change.

Sa isang ordinansa, na mas kilala bilang ‘Green Energy Ordinance,’ na iniakda ni Kon. Abelardo Pa­n­gi­linan, chairperson ng Committee on Education, Arts, Culture, Science, and Technology, sinabi nito na kailangang maprotektahan at unahin ang kapakanan ng publiko nang hindi nasasakripisyo ang resources para sa mga susunod na henerasyon.

“Let us not forget that the Provinces of Mindoro has the largest biodiversity in the country and in the world. As the voice of the people, we are morally and dutifully bound to protect and put the public welfare on top of our priorities without sacrificing and taking away the resources of future generations,” aniya.

“We may not be at par with the developed or advance countries, but with our developmental status, it is to our advantage to take great lessons that the negative impacts of pollution and effluent emissions can do irreversible damages. Do we need to choose between CLEAN AIR and GROWTH and suffer in the near future? or we have an option where we can balance the utilization of resources?” aniya pa.

Tinukoy pa niya sa panukala ang inilathala ng The Environmental Magazine noong October 18, 2019, na sa mga pangunahing electricity generation sources, ang coal ang largest emitter; at noong 2018, ito ang responsable sa 30% ng lahat ng energy related CO2 emissions.

“Of all energy resources, coal is one of the most injurious to the environment and health. Further, coal by-products cause a lot of pollution, which contributes to global warming and climate change,” anito pa.

Nanindigan pa siya na kinakailangan ang istriktong regulasyon na nagre-require sa mga coal-fired power plants na i-manage ang kanilang disposal at treatment ng mga coal ash at iba pang toxic waste upang hindi makontamina ang tubig.

“World powered by natural gas would be healthier than a world powered by coal, but healthier still would be a world powered by renewables. The development of cleaner fuels requires taking serious measures to reduce the severity of its urban air quality issues and considerations on the importance of transitioning to renewable sources of energy,” aniya pa.

“The regulatory impact analysis for the effluent guidelines assumes that more than a dozen power plants would go above-and-beyond. Fossil fuels come with a cost. Coal smoke is linked with everything from asthma and birth defects to cancer and premature death. Natural gas fracking is tied to contaminated groundwater and earthquakes while oil is the single largest source of air pollution and smog in the world,” saad pa nito.

Nabatid na sakop ng ordinansa ang usage regulation ng lahat ng fossil fuels at pagba-ban sa installation ng anumang coal power plant sa lalawigan ng Occidental Mindoro.

Nakasaad din dito paglikha ng provincial renewable energy council na bubuo ng mga batas na hihikayat sa mga renewable energy programs para sa pagkakaroon ng isang ‘greener at energy-sufficient province.”

“The Council shall be Chaired by the Governor. The Members are representatives from DENR, PG-ENRO, Municipal Mayors, DILG, PIEP Occidental Min­doro Chapter; OMECO; SUCs, OM Chamber of Commerce; Business Sector, Water Sector, Fishermen Sector, Agriculture Sector, Industrial Sector, Health Sector, Professional Organizations, Power/Energy Providers,” anang ordinansa.

Nabatid na sinisiguro rin naman sa ordinansa ang isang alternatibong landas para matiyak ang energy security ng lalawigan sa hinaharap sa pamamagitan nang pagpapahusay sa thermal efficiency sa power generation, pagdaragdag ng kontribusyon mula sa renewable energy, at pag-shift sa mga mas energy-efficient vehicles gaya ng  hydro, solar, wind, gas, biomass, biofuel, geothermal.

“Use of ENERGY MIX may be considered,” anito pa.

Nabatid na anim na lalawigan na rin sa Fi­lipinas ang nag-ban na ng coal-powered energy projects; kabilang dito ang Guimaras, Masbate, Ilocos Norte, Negros Oriental, Bohol, at Sorsogon.  ANA ROSARIO HERNANDEZ
