UMABOT ang gross borrowings ng national government para sa 2018 sa kabuuang P947.551 billion, kung saan nahigitan ng domestic ang foreign borrowings ng P341.397 billion, ayon sa datos ng Bureau of the Treasury (BTr).
Ang gross borrowings na naitala ng gobyerno para sa 2018 ay mas mataas ng 5.08 percent sa P901.672 billion noong 2017.
Sa datos ng BTr, ang domestic gross borrowings ay nagkakahalaga ng P644.474 billion, habang ang borrowings mula sa foreign lenders para sa naturang taon ay nasa P303.077 billion.
“Under domestic borrowings, Treasury bills accounted for P179.937 billion, Retail Treasury Bonds with P121.765 billion, fixed rate Treasury bonds with P292.772 billion, and from the Central Bank Board of Liquidators (CBBOL) with P50 billion,” sabi ng BTr.
“For gross borrowings made from foreign entities, project loans accounted for P33.957 billion, program loans with P80.422 billion, Panda bonds with P11.976 b billion, Samurai bonds with P74.040 billion, and from dollar bonds at P102.682 billion,” dagdag pa nito.
Para sa buwan ng December lamang, ang gross borrowings ng pamahalaan ay umabot sa P132.291 billion, mas mababa ng 44.26 percent sa P237.357 billion na naitala sa kaparehong buwan noong 2017.
Sa kabuuan, ang domestic borrowings ay nasa P118.676 billion, mas mababa ng 49.12 percent sa P233.251 billion noong nakaraang taon, habang ang external borrowings ay nagkakahalaga ng P13.615 billion, mas mataas ng 231.58 percent sa P4.106 billion noong December 2017. REA CU
Meanwhile, Department of Finance (DOF) Secretary Carlos G. Dominguez III said that when most of the financing for the “Build, Build, Build” (BBB) program have been accessed in 2022, the country’s debt to China will constitute around 4.5 percent of the total debt and project debt to Japan will be around 9.5 percent of total debt.
“There is no danger of us being drowned by Chinese debt. We borrow with great prudence, aware that it is the taxpayer who ultimately pays for the debt. We always keep in mind that the money we borrow comes from the taxes dutifully paid by the people of the countries that have continued to generously support us,” Dominguez said at the University of the Philippines (UP) Women Lawyers’ Circle Business Conference held last week at the UP-Bonifacio Global City Auditorium in Taguig City.
