DAPAT pagkalooban ng hazard pay ang lahat ng public prosecutors sa bansa.
Nakapaloob ito sa House Bill 7870 na inihain ni Valenzuela City Representative Wes Gatchalian na layong bigyang pansin ang mga banta at pagpatay sa mga public prosecutor kaya marapat na pagkalooban ang mga ito ng Hazard Pay.
“Prosecutors discharge a vital and indispensable role in the Philippine criminal justice system. They are the frontline of the law who ensure that those who are guilty of crimes are justly dealt with. By their very job description they come face to face with some of the most hardcore criminals in this country, the risk is therefore undeniable,” giit ni Gatchalian.
Tinukoy ng kongresista ang nangyaring pagpatay sa mga prosecutor na sina Quezon Assistant Provincial Prosecutor Reymund Luna, Makati City Prosecutor Rolando Acido, Quezon City Prosecutor Johanne Mingao, Rizal Assistant Provincial Maria Ronatay, Mandaluyong City Prosecutor Pablito Gahol, and Quezon City Deputy Prosecutor Rogelio Velasco.
Bukod dito, layunin ng nasabing panukala na maiiwas din ang mga prosecutor sa tangkang panunuhol.
“For some of the most well connected criminals and syndicates, it is a carrot or stick method. Either they threaten our prosecutors or they attempt to buy them out. My belief is therefore if our prosecutors are properly compensated, it is also a means to shield them from these influences,” diin ng kongresista.
Aniya, sa sandaling maipasa ang nasabing panukala, ang ibibigay na hazard pay sa mga prosecutor ay 25% ng kanilang basic salary.
