ITINUTURING ang midterm elec­tions bilang referendum ng liderato ni Pangulong Rodrigo Duterte, umaasa ang mga business group sa Filipinas na ipagpapatuloy ng susunod na Kongreso ang mga reporma.

Para sa business sector, kabilang sa mga prayoridad na nais nilang bigyang halaga ng mga mambabatas ay ang paglikha ng trabaho, subalit may konsiderasyon sa halaga na maaaring matamo.

“The government (should) focus on job creation and that goes hand in hand with the laws that have been enacted,” wika ni Philippine Chamber of Commerce and Industry (PCCI) president George Barcelon.

“Congress has to be a bit more prudent in legislating labor laws that might affect unwarranted increase in costs. We might force ourselves out of competition. We would like to have more investment in the MSMEs (micro, small, and medium enterprises) where-in majority of job creation is,” paliwanag niya.

Sinabi pa ni Barcelon na dapat bigyang halaga ng Kongreso, kasama ang Bangko Sentral ng Pilipinas (BSP), ang paglapit sa financial services sa mga tao.

Bukod dito, dapat din aniyang pagtuunan ng pansin ng mga mambabatas ang mga alituntunin sa pagpapadali ng proseso sa pag-a-apply at pagkuha ng kinakailangang permits para makapagnegosyo sa bansa.

“I think what’s needed is to help some of the law be accompanied by effective implementing rules and guidelines such as the Ease of Doing Business, and the Anti-Red Tape issues. That would be a big help to the MSMEs,” ani  Barcelon.

Nilagdaan na ni ­Pangulong Rodrigo Duterte noong Mayo 2018 bilang batas ang Ease of Doing Business and Efficient Government Service Delivery Act of 2018, na nag-aatas sa mga ahensiya ng gobyerno na iproseso ang mga transaksiyon sa loob ng tatlong araw.

Gayunman ay hindi pa naisasapinal ang implementing rules and regulations (IRR) ng batas.

“We don’t see much, especially from the local government, that some have been streamlined. Many of the compliance needed must be looked into,” ani  Barcelon.

Sinabi naman ni British Chamber of Commerce Philippines (BCCP) chairman Chris Nelson na hinihintay nila na i-liberalize pa ng Kongreso ang ekonomiya.

“We’d like to see further economic liberalization because we strongly believe that will obviously lead to further Foreign Direct Investments,” dagdag pa niya.

Pinasisilip din ng BCCP sa Kongreso ang infrastructure program ng pamahalaan, at ang susunod na packages ng tax reform program.
