(Hiniling ni Bello kay Duterte) ANTI-ENDO BILL SERTIPIKAHANG URGENT

HINILING ni Labor Secretary Silvestre Bello III kay Presidente Rodrigo Duterte na sertipikahan bilang urgent ang bill na naglalayong wakasan ang labor contractualization sa bansa.

“I just signed the letter addressed to the President recommending the issuance of the certification to certify ‘yong ating Endo bill pending before the Senate,” sabi ni Bello sa Laging Handa briefing.

Nauna rito ay sinabi ni Senate President Vicente Sotto III na ipinasa na ng Kongreso ang anti-endo bill, ngunit vineto ito ni Duterte noong 2019.

Noong Hulyo 2019 ay vineto ni Duterte ang Security of Tenure Bill (End of Endo Bill/Contractualization Bill), na naglalayong tuldukan ang subcontracting of labor at limitahan ang job contracting sa licensed at specialized services.

Layon din ng bill na iklasipika ang mga manggagawa bilang regular at probationary employees at gawing regular employees ang  project af seasonal employees.

Sa kanyang mensahe sa pag-veto, sinabi ni Duterte na “the bill unduly broadens the scope and definition of prohibited labor-only contracting, effectively proscribing forms of contractualization that are not particularly unfavorable to the employees involved.”

Sa ilalim ng vineto na bill, “labor-only contracting occurs where the job contractor, whether licensed or not, who merely recruits and supplies or places workers to a contractee has no substantial capital or investment in the form of tools, equipment, machineries, work premises, among others.”

Kasabay nito ay pinabulaanan ni Bello ang pahayag ni Presidential Legislative Liaison Office Undersecretary Jacinto Paras na hindi kabilang sa priority bill ng Pangulo ang anti-endo bill.

Ani Bello, nangako si Duterte noong kampanya na wawakasan ang contractualization.

‘Yan ay isa sa mga pangako ng Pangulo, ‘yong Endo bill na ‘yan. As early as 2019, nag-certify na siya ng endo bill sa Kongreso,” aniya.
