Isa itong pagdiriwang bilang pagkilala sa socio-histo­ric-cultural heritage ng mga Bicolano, base sa epikong Ibalong, na nagpapakita ng katapangan at lakas ng karakter ng tatlong bayaning sina Baltog, Handyong, at Bantong nang makipaglaban sa mga mapang-aping sina Tandayog, Oryol, Rabot, at iba pang mababangis na halimaw na nagtangkang gumulo sa kaayusan at katahimikan ng kanilang lugar.

Ang Ibalong Festival ay hindi relihiyosong pagdiriwang sa Legazpi City, Albay, base sa epikong Ibalong Epic, na ginagawa tuwing Agosto.

Sa nasabing pagdiriwang, nakikipagparada ang mga tao sa kalsada, suot ang mga maskara at kostuma upang gayahin ang hitsura ng mga bayani at mga mapang-api, at ipinakikita ang klasikong paglalaban na nagbigay-daan sa kasaysayan ng Bicol.  Layon ng Ibalong Festival na ipahayag at ipadama ang init at kabutihan ng puso ng mga Bicolano. Hinihikayat ang mga bisita at turistang makipagdiwang sa kanila.

Tinatawag din ang Ibalong Festival na Ibalon Waterfalls.

Sa panahon ng pagdiriwang, ang mga kilalang mananalaysay at anthropologists tulad ni­na Domingo Abella, Luis Camara Dery,  Merito Espinas, F. Mallari, Norman Owen, Mariano Goyena del Prado, et al., ay dumarating sa kasaluku­yang lokasyon ng ancient settlement ng Ibalong sa Magallanes, Sorsogon.– NV
