IBINASURA ni Labor Secretary Silvestre Bello III ang kahilingan ng Philippine National Police (PNP) na gawing requirement ang national police clearance (NPC) sa iba’t ibang transaksiyon ng Department of Labor and Employment (DOLE).
Ayon kay Bello, bagaman mayroon itong magandang intensiyon ay mas magdudulot ito ng perwisyo.
“While good-intentioned, requiring DOLE’s clientele to secure NPC to avail of our services will do more harm than good,” sabi ni Bello sa kanyang liham kay PNP chief Police General Debold Sinas.
Giit naman ni Bello, katuwang ng DOLE ang PNP sa pagsisiguro ng kaligtasan ng mga Filipino.
“We are with the PNP in building a safer place for the Filipinos. We can achieve this without adding burden to the transacting public and the people we serve,” pahayag ni Bello.
Binanggit pa ni Bello sa liham ng Republic Act No. 11032 o ang Ease of Doing Business Act and Executive Order No. 129 na naglalayong padaliin ang government processes.
“Further, there is no legal basis in requiring DOLE’s clientele to secure NPC. It may even violate pertinent provisions of the 1987 Constitution, Labor Code of the Philippines, as renumbered, and other existing legislation,” dagdag ni Bello. LIZA SORIANO
