NASA $2.73-billion na halaga ng foreign loans ng bansa ang inaprubahan ng Monetary Board para sa second quarter ng 2023, ayon sa Bangko Sentral ng Pilipinas (BSP).

Sinabi ng BSP na ang inaprubahang government foreign borrowing level ng Monetary Board mula Abril hanggang Hunyo ay mas mababa ng 23% kumpara sa $3.54 billion na inaprubahan sa kaparehong panahon noong 2022.

“These are all borrowings by the Republic of the Philippines, consisting of three project loans from the Japan International Cooperation Agency,” ayon sa central bank.

“These borrowings will fund various railway projects of the national government,” dagdag pa ng BSP.

Tinukoy ang Section 20, Article VII ng 1987 Constitution, sinabi ng BSP na ang prior approval nito, sa pamamagitan ng Monetary Board, ay kailangan para sa la- hat ng foreign loans na kokontratahin o gagarantiyahan ng gobyerno.

“Similarly, Letter of Instructions No. 158 dated 21 January 1974 also requires all foreign borrowing proposals by the na- tional government, government agencies,

and government financial institutions to be submitted for approval-in-principle by the Monetary Board before commencement of actual negotiations,” ayon pa sa BSP.
