NAGPALABAS ng kautusan ang Department of the Interior and Local Government (DILG) sa Philippine National Police (PNP), local government units (LGUs) at mga barangay na istriktong ipatupad ang pagbabawal sa anumang uri ng mass gatherings sa National Capital Region (NCR) at mga kalapit na lalawigan ng Bulacan, Rizal, Cavite, at Laguna o ‘NCR Plus’ mula Marso 22 hanggang Abril 4.
Kasabay nito, inatasan din ni DILG Officer-In-Charge at Undersecretary Bernardo C. Florece Jr. ang PNP na magsagawa ng border checkpoints sa mga nasabing lugar upang maiwasan ang paglabas at pagpasok ng non-essential workers at magpatupad ng uniform curfew hours na mula alas-10 ng gabi hanggang ala- 5 ng umaga, alinsunod na rin sa kautusan ng pangulo.
“Kailangan nating maghigpit dahil tumaas na naman ang COVID-19 cases. Mass gatherings put the people, their families and communities at risk of contracting the virus. They can become super-spreader events. We therefore need everyone’s cooperation on the measures that the government is imposing to prevent the spread of the virus,” ayon kay Florece.
Ang mga nasabing lugar na isinailalim sa GCQ simula Marso 22 hanggang Abril 4 ay batay sa Resolution 104 ng Interagency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID).
Sa ilalim ng resolusyon, ang lahat ng uri ng mass gatherings kabilang na ang religious gathering ay mahigpit na ipinagbabawal, gayundin ay dini-discourage ang face-to-face meetings. Ang mga kasal, binyag at libing ay maaari namang isagawa ngunit limitado lamang sa 10 katao.
Gayundin, dapat din i-monitor ng Barangay Health Emergency Response Teams ang pagtalima sa prohibisyon ng mga tahanan sa kanilang nasasakupan at tiyakin ng LGUs na ang dine-in restaurants, cafes, at mga establisimiyento ay limitado rin sa delivery, take-out, at outdoor o alfresco dining lamang.
Sa ilalim ng alfresco o outdoor dine-in, pinapayagan ang 50% ng capacity ng venue ngunit, dapat na may nakalagay na acrylic o kahalintulad na divider at may maximum na dalawang katao lamang kada mesa at dapat ay one seat apart.
