INIHAIN sa Kongreso ni Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) Partylist Rep. Eric Go Yap, na siya ring legislative care-taker ng lalawigan ng Benguet, ang House Bill No. 7011, o mas kilala bilang “Free Index-Based Agricultural Insurance (FIBAI) Act of 2020” kamakalawa ng gabi.
Nabatid na layunin ng naturang panukalang batas na pagkalooban ng libreng weather index-based insurance service ang mga magsasaka, upang mas mabilis silang makabawi mula sa impact ng mga ‘weather events’ na nagreresulta sa matinding pagkalugi, problemang pampinansiyal at ‘di mabayarang mga utang.
Ayon kay Yap, napapanahon na para bigyan ang mga magsasakang Pinoy ng sapat na pagkilala at proteksiyon.
Paliwanag pa niya, ang Filipinas ay isang agricultural na bansa kaya’t dapat na nakapokus tayo sa pagbibigay ng suporta sa mga magsasaka na siyang nagpapakain sa ating mga pamilya sa pamamagitan ng kanilang ani.
“Philippines is an agricultural country – we have to focus on and support our farmers. They feed not only their families through their produce but the entire nation as well. As time goes by, the serious effects of climate change can be evidently observed. This global phenomenon makes our farmers more vulnerable as agricultural lands are highly exposed to the wide range of its impacts,” pahayag pa ni Yap.
“As their productivity and income diminishes due to extreme weather events, they need the availability and access to mechanisms aimed to help them cope. To help them, we are providing them with a free index-based insurance service through this measure.
