INTER-LGU JOINT DISASTER DRILLS ISUSULONG

ISANG panukalang batas ang inihain ni Senador Francis Tolentino na naglalayong palakasin ang local go­vernment units (LGUs) sa paghahanda at pagresponde sa natural disaster sa pamamagitan ng mas detalyadong coordination framework sa pagitan ng mga lokal na pamahalaan.

“The current framework does not cover a comprehensive action plan for LGUs with regard to evacuation and post-recovery operations, which should be at the heart of the country’s disaster response policy,” pahayag ni Tolentino sa kanyang inihaing Senate Bill No. 1272 o Disaster Risk Reduction and Management Framework Act.

Sa nasabing panukala, layon nitong bumuo ng inter-local government unit response mechanism kung saan kasama dito ang paghahanap at pagtayo ng permanenteng evacuation center, safe refuge zone, evacuation routes at assembly points.

Nais din ng panukala na magbigay ng evacuation transport at accommodation para sa tao at mga alagang hayop na naapektuhan ng mga kalamidad.

“Being the first responder, our LGUs must be fully equipped not just with proper training, but also a comprehensive plan that they will use in case of emergency cases like the sudden eruption of Taal Volcano which caught everyone by surprised,” paliwanag ni Tolentino.

Nakasaad din sa panukala na bibigyan ng kapangyarihan ang LGUs na iokupa o gamitin ang pribado o komersiyal na gusali bilang evacuation center o safe zone.

Batay sa 2019 Global Climate Risk Indez, ang Pilipinas ay ikalima sa mga bansa sa mundo na may pinakamataas na weather-related losses na nagkakahalaga ng $2.932 bilyon.
