PINASALAMATAN ni Finance Secretary Carlos Dominguez III ang pamahalaan ng Japan sa pag-apruba sa disbursement ng 20 billion yen (tinatayang P8.71 billion) sa ilalim ng second phase ng Post-Disaster Standby Loan (PDSL-2) package na ipinagkaloob sa Filipinas bilang tulong sa pagtugon nito sa COVID-19.
Ayon kay Dominguez, ang 20 billion Japanese yen ay makatutulong para matugunan ang malaking financial requirements ng Filipinas nang mamahagi ito ng emergency cash aid sa mga pamilya na naapektuhan ng enhanced community quarantine (ECQ) at modified ECQ (MECQ) na ipinatupad sa National Capital Region (NCR) at mga kalapit na lalawigan noong nakaraang March 27 hanggang May 14 kasunod ng pagtaas ng kaso ng COVID-19 sa naturang mga lugar.
Ang 20-billion yen disbursement, na tinanggap ng Philippine government ngayong buwan, ay kumakatawan sa third tranche ng PDSL-2 loan ma ipinagkaloob ng Japan International Cooperation Agency (JICA) sa Filipinas noong nakaraang Setyembre.
Ang first at second tranches na nagkakahalaga ng tig-10 billion yen ay ipinalabas noong October 27, 2020 at January 5, 2021, ayon sa pagkakasunod.
Layon ng PDSL-2 na mabilis na maipalabas ang Japanese funding support para sa post-disaster response efforts sakaling magkaroon ng national calamity o health emergency.
Sa ilalim ng kasunduan, ang disbursement ng standby loan sa Filipinas ay isasagawa sa pamamagitan ng pagdedeklara ng state of calamity o state of public health emergency.
Sa kaso ng kasalukuyang COVID-19 pandemic o anumang public health emergency, ang pagpapatupad ng ECQ o katumbas nito sa National Capital Region (NCR) o saan mang highly urbanized area sa bansa ay mag-uudyok sa disbursement ng loan.
Sinulatan ni Dominguez si JICA Philippines Chief Representative Eigo Azukizawa noong nakaraang May 11 para hilingin ang disbursement ng 20-billion yen fund.
“We hope to utilize the amount to be disbursed under PDSL-2 to support a portion of the total requirement for the implementation of the SAP (social amelioration program) and other mechanisms necessary to properly implement Covid-19 response and recovery interventions in the country,” ani Dominguez.
Sa pag-anunsiyo sa 20-billion yen disbursement, sinabi ni Azukizawa na, “JICA will continue to support our partner countries like the Philippines in building back better from the Covid-19 crisis.”
“The disbursement hopefully will support the social amelioration program for vulnerable people and sectors, and thereby cushioning the economic impact of the pandemic in the Philippines particularly job losses and support economic recovery efforts,” dagdag pa niya.
