LIBRENG taunang medical check-up, dapat nating ibigay sa bawat Filipino, anuman ang estado nila sa buhay.

Ito ang mariing pahayag ni Senador Sonny Angara, kaugnay sa aniya’y kahalagahan ng pagpapasuri ng bawat isa upang habang maaga ay malaman nila kung sila ay may karamdamang dapat bigyan ng kaukulang atensiyong medikal.

Bilang isa sa mga awtor ng RA 11223 o ang Universal Health Care (UHC) Act, ikinababahala ng senador ang patuloy na pagdami ng mga Filipino na hindi na nagagawang makapagpa-check-up sa mga doktor dahil sa takot ng mga ito na gumastos. Dahil dito, ang dapat sana’y agarang detection ng isang karamdaman at agarang pagresolba rito, ay hindi nangyayari, dahilan upang ito lumala.

Nakalulungkot din, ani Angara, na dahil sa kawalan ng panggastos para sa pagpapasuri, mas pinipili na lamang ng nakararaming Pinoy ang self-medication o kaya naman ay pagpapagamot sa mga arbularyo.

“Sa panahong ito na lubog tayo sa pandemya, mas higit nating kailangan ang palagiang pagpapa-check-up. Kung maaga kasing nade-detect ng mga doktor ang ating karamdaman tulad ng sakit sa puso, diabetes at iba pang malalang sakit, posibleng mailigtas tayo sa tiyak na kapahamakan,” anang senador.

Dahil dito, masusing isinusulong ang kanyang panukalang batas, ang Senate Bill 2297 na naglalayong gawing libre ang annual medical check-up ng bawat Filipino.

Iniaatas sa naturang panukala na sasagutin ng Philippine Health Insurance Corporation ang annual medical check-up bilang bahagi ng benepisyo ng PhilHealth members sa ilalim ng UHC.

Ang panukalang ito ni Angara ay counterpart version ng House Bill 4093 na isinulong naman ni Cong. Mike Defensor ng ANA-Kalusugan Partylist.

Libre rin sa ilalim ng panukalang ito ang laboratory at diagnostic examinations na gagawin sa mga PhilHealth accredited healthcare institutions sa bansa.

“Karapatan ng bawat Filipino na pagkalooban sila ng tulong pangkalusugan, mayaman man sila o mahirap. Kung maipatutupad ito, hindi lang naman ang publiko ang makikinabang kundi maging ang gobyerno. Una, napakalaking tulong nito sa mamamayan. Pangalawa, mas maiiwasan ng pamahalaan na gumastos nang malaki para sa healthcare services kung agad na maisasalba mula sa malubhang karamdaman ang isang Pinoy,” dagdag pa ni Angara. VICKY CERVALES
