BIBIGYANG-LINAW sa Kamara ang ginagawang pagbubuwis ngayon sa mga pribadong paaralan sa ilalim ng Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law na nilagdaan ni Pangulong Rodrigo Duterte nito lamang Marso.
Ito ay kasunod na rin ng pag-iisyu ng Bureau of Internal Revenue (BIR) ng regulation na patawan ng 25% tax ang mga proprietary o private schools.
Inihain ni Deputy Speaker Rufus Rodriguez ang House Bill 9577 para linawin na ang preferential tax rate na 10% ay ibinaba sa 1% mula July 1, 2020 hanggang June 30, 2023 at ina-apply ito sa lahat ng proprietary educational institutions.
Inaamyendahan ng panukala ang Section 27 (B) ng National Internal Revenue Code (NIRC).
“This bill seeks to make it clear that the preferential tax rate of 10 percent (reduced to one percent from July 1, 2020 to June 30, 2023), applies to proprietary educational institutions, by amending the first sentence of Section 27 (B) of the National Internal Revenue Code (NIRC), “ paglilinaw ni Rodriguez.
Nagbabala si Rodriguez na ilegal ang ginawang pagpapataw ng BIR ng mataas na buwis at posibleng mapilitan na lamang ang mga pribadong paaralan na magsara.
Umaasa ang mambabatas na malilinawan din ang BIR sa intensiyon ng CREATE Law na tulungan ang mga private school, lalo ngayong nahaharap ang bansa sa pandemya.
Batay sa datos ng Department of Education (DedEd), bumaba sa 900,000 ang mga mag-aaral na nag-enroll sa pribadong K-12 schools para sa School Year 2020-2021.
Bukod dito, kalahati na rin sa mga miyembro ng Coordinating Council of Private Educational Associations ang nakaranas ng pagbaba sa bilang ng mga estudyanteng nag-e-enroll. CONDE BATAC
