SA layuning matulungan ang mga magsasaka, partikular ang mga benepisyaryo ng Comprehensive Agrarian Reform Program (CARP), na muling makabangon o mabawi ang kanilang pagkalugi mula sa hagupit ng nagdaang kalamidad, inaprubahan ng Kamara ang House Bill (HB) No. 6680.
Nasa 271 kongresista ang sumang-ayon at wala namang kumontra nang isalang sa botohan para sa third and final reading ang nasabing panukalang batas kahapon ng hapon, na nagsusulong para maamyendahan ang Republic Act No. 9700, o ang “Comprehensive Agrarian Reform Law of 1988.”
“This measure, if enacted into law, is envisioned to help farmers recover from the adverse effects of circumstances that are beyond their control, such as natural calamities, the infestation of plant diseases and pests, or even death and injury of the beneficiary,” sabi ni Speaker Martin G. Romualdez patungkol sa HB 6680.
“This is part of our legislative commitment to ensure food security by helping the hands that feed the nation – our farmers – and make sure they bounce back from any event that may affect their ability to produce the food we have on our tables,” dagdag pa niya.
Sa panig naman ni AGRI party-list Rep. Wilbert T. Lee, nagpahayag ito ng lubos na kagalakan at pasasalamat sa kanyang mga kapwa mambabatas sa mabilis na pag-aksiyon at pagpasa sa naturang panukalang batas, dahil direktang mararamdaman at mapakikinabangan, aniya, ito ng mga magsasaka at mangingisda.
“This is a big win for agrarian reform beneficiaries, especially those who live in areas that are becoming more and more vulnerable to the effects of climate change,” pahayag pa ng mambabatas mula sa Sorsogon.
“This measure is crucial for our food security efforts because we give farmers the chance to recover from the calamities that now occur more frequently. Winner Tayo Lahat dito dahil masisiguro ang supply ng pagkain,” pagbibigay-diin ni Lee.
Paglilinaw nina Romualdez at Lee, na bukod sa palay, corn, sugarcane at ibang high-value crops, sakop din ng full insurance coverage na ito ang crops o stocks sa fisheries farms, livestock at ang tinatawag na non-crop agricultural assets na gamit sa pagtatanim, na may kaukulang report at sertipikasyon mula sa Department of Agrarian Reform (DAR).
