MALILIIT NA DIGITAL TRANSACTIONS (Ilibre sa VAT-BSP)

NAIS ng Bangko Sentral ng Pilipinas (BSP) na i-exempt ang maliliit na digital transactions sa napipintong pagpapatupad ng 12% value-added tax (VAT) upang mahikayat ang mas maraming Pinoy na gumamit ng digital services.

Kamakailan ay inaprubahan ng Kamara sa ikatlo at huling pagbasa ang panukalang nagpapataw ng 12% VAT sa digital transactions.

“The imposition of a VAT on digital transactions is a welcome development because it’s better to tax people on the basis of what they take away from society, which is consumption, rather than what you contribute to society which is income,” sabi ni BSP Governor Benjamin Diokno.

“Pero… I think, ‘yung maliliit na transactions na nakakatulong sa ating mga mamamayan at para ma-encourage sila sa digital services ay i-exempt natin sa VAT,” anang BSP chief.

“In general, I think VAT is a good tax, pero ‘yung small transactions, for example, less than P500 ay i-exempt natin,” dagdag pa niya.

Layon ng panukala na amyendahan ang Section 105-A ng National Internal Revenue Code “with a provision making a non-resident digital service provider, such as Netflix, Spotify, and Lazada, liable for assessing, collecting, and remitting the VAT on the transactions that go through its platform.”

Sa ilalim ng panukala, ang digital service provider ay isang “service provider of a digital service or goods to a buyer, through operating an online platform for purposes of buying and selling of goods or services or by making transactions for the provision of digital services on behalf of any person.”

Bukod dito, ang digital service providers ay maaari ring third party, tulad ng seller ng goods and services na, sa pamamagitan ng information-based technology o  internet, ay nagbebenta ng maraming produkto para sa sarili nitong  account, o yaong umaaktong intermediary sa pagitan ng supplier at buyer ng goods and services, tulad ng merchandiser o retailer.

Maaari rin itong isang platform provider para sa promosyon na gumagamit ng  internet para maghatid ng marketing messages upang makaakit ng mga mamimili.

Ayon kay Diokno, target ng BSP na gawing digital ang hindi bababa sa 50% ng mga transaksiyon sa bansa pagsapit ng 2023 — ang taon na bababa siya sa puwesto bilang chief ng central bank.
