TINATAYANG nasa 500,000 trabaho ang maibabalik sa labor market sa pagsasailalim ni Presidente Rodrigo Duterte sa NCR Plus na kinabibilangan ng Metro Manila, Bulacan, Cavite, Laguna, at Rizal sa mas maluwag na modified en hanced community quarantine (MECQ).
Ayon kay Department of Trade and Industry (DTI) Secretary Ramon Lopez, base sa datos ng Philippine Statistics Authority (PSA), ang ECQ ay nagresulta sa pagkawala ng 1.5 million jobs.
“Based on the sectors that were not allowed (to operate) during the ECQ, it turns out that about 1.5 million (jobs) were lost. But under MECQ, there are about 500,000 (jobs) that can return so there are still about 1 million who have not totally returned,” wika ni Lopez sa isang panayam sa radyo.
Aniya, ang nalalabing 1 million jobs ay maaaring maibalik sa labor market sa sandaling isailalim ang NCR Plus sa general community quarantine (GCQ).
Nagpalabas ang DTI ng listahan ng mga industriya na maaari nang mag-operate, limited o full capacity, ngayong nasa MECQ na ang NCR Plus.
Ayon kay Lopez, kabilang sa listahan ang 10 pang industriya, kasama ang dental at rehabilitation clinics na pinayagang mag-operate sa ilalim ng MECQ sa 50% capacity on site.
Aniya, bukod pa ito sa veterinary clinics, media establishments, banks, pawnshops, money transfer services, capital markets, water supply, janitorial/sanitation services, energy sector, telecommunication companies, internet service provider, cable television provider, airline and aircraft maintenance pilots at crew employees ng aviation schools, ship captains at crew ng shipyard operations and repair.
Sinabi ni Lopez na pupuwede namang mag-operate sa full capacity sa ilalim ng MECQ ang public and private hospitals, health emergency at frontline services, medicine manufacturers, mga industriya sa ilalim ng agrikultura at logistics service providers.
Kasama rin sa listahan ang manufacturing na may kaugnayan sa food at essential goods, mga kompanyang gumagawa ng construction materials, essential retail trade groceries, hardware office supplies, bicycle at laundry shops, water refilling stations, restaurants at kiosks na limitado lamang sa take out at delivery, financial service providers, business process outsourcing at public transport.
Kabilang naman sa mga industriya na hindi pinayagang mag-operate sa MECQ ang entertainment venues na may live performers tulad ng karaoke bars, bars, clubs, concert halls, theaters, at cinemas; recreational venues gaya ng internet cafes, billiard halls, amusement arcades, bowling alleys, at mga katulad na venues; amusement parks o theme parks, fairs, kid amusement industries tulad ng playgrounds, playroom at kiddie rides.
Outdoor sports courts o venues para sa contact sports, scrimmages, games, o activities; indoor sports courts o venues, fitness studios, gyms, spas o iba pang indoor leisure centers o facilities, at swimming pools.
Kasama rin ang casinos, horse racing, cockfighting at operasyon ng cockpits, lottery at betting shops, at iba pang gaming establishments maliban sa draws na isinasagawa ng Philippine Charity Sweepstakes Office; indoor visitor o tourist attractions, libraries, archives, museums, galleries, at cultural shows at exhibits; outdoor tourist attractions; venues para sa meetings, incentives, conferences, at exhibitions.
Gayundin ang personal care services na kinabibilangan ng beauty salons, beauty parlors, medical aesthetic clinics, cosmetic o derma clinics, make-up salons, nail spas, reflexology, aesthetics, wellness and holistic centers, at iba pang katulad na establisimiyento; acupuncture at electrocautery establishments, massage therapy kabilang ang sports therapy establishments, tanning services, body piercings, tattooing at mga katulad na serbisyo.
Bawal din ang dine-in services ng food preparation establishments tulad ng commissaries, restaurants, at eateries
Ipinabatid pa ni Lopez na ang mga hotel at accommodation establishment na may valid accreditation mula sa Department of Tourism (DOT) ay papayagang tumanggap ng guests para sa legitimate purposes.
Sa isyu naman ng age restrictions, sinabi ni Lopez na nasa pagpapasiya na ng local government units kung bababaan sa 15 anyos ang mga papayagang makalabas ng bahay kung kinakailangan.
