Si Deputy Speaker Martinez, ranking leader ng PDP-Laban party, na una at orihinal na incumbent public official sa Metro Manila na nagtulak at aktibong nangampanya sa presidential bid ng noo’y
Davao City Mayor Rodrigo Roa Duterte sa 2016, ay nasa ika-10 taon na pakikipagtunggali para sa isang posisyon sa halalan; una bilang isang Sangguniang Kabataan (SK) Kagawad ng Brgy. Marulas (1992 hanggang 1996), isang term na Barangay Kagawad ng Marulas (1997 hanggang 2000), bilang dalawang termino City Councilor ng Valenzuela (2001 hanggang 2007), three-term City Vice-Mayor (2007 hanggang 2016), at two- term na Kongresista ng 2nd Dist. Lungsod ng Valenzuela (2016 hanggang ngayon).
Ang resulta ng halalan noong Mayo 13, 2019 ay nagpapakita na si Martinez ang runaway winner, habang sinalubong niya ang nag-iisang kalaban, si Magtanggol Gunigundo, matapos makakuha ng kabuuang 106,848 na boto o 73.79% ng 149,603 valid ballots na binibilang ng City Board ng Canvassers, ComelecNCR-Third Dist.- Lungsod ng Valenzuela.
Sa kanyang ikatlo at huling termino bilang kongresista ay nangako ito na itutuloy ang programa at proyekto Congressman Martinez nangako na ipagpapatuloy ang kanyang mga programa at proyekto na nakaangkla sa kanyang adbokasiya ng pagbibigay ng mas mabubuting buhay at mga oportunidad para sa mga mamamayan ng Valenzuela City, lalo na ang mga residente ng ikalawang distrito, sa pamamagitan ng Valenzuelanos na mayroong higit na pag-access sa mga de-kalidad na serbisyo sa pangangalaga ng kalusugan at mga programang pang-edukasyon,mga pagsasanay sa pangkabuhayan, pasilidad sa palakasan at kabutihan at iba pa.
Alinsunod sa pamahalaang lungsod ng Valenzuela, sa mahusay na pamumuno ni Mayor Rex Gatchalian, pati na rin ang pagsisikap ng pambansang pamahalaan na tugunan ang epekto ng COVID-19 pandemya, muling iginiit ni Martinez ang kanyang resolusyon na simulan at suportahan ang mga hakbangin na mabilis na pagsigla ng negosyo,at trabaho.
Kasama ni Martinez ang kabiyak niyang si Dra. Katherine Martinez sa pagtungo sa Comelec.
