NGAYONG pandemya, wala na yatang tao ang hindi apektado. Kahit mga sanggol nga siguro, apektado, lalo na kung ang mga magulang niya ay nawalan ng trabaho dahil sa COVID-19 pandemic.

At dahil marami nga tayong mga kababayang nawalan ng trabaho, mga pamilyang nawalan ng pagkakakitaan, marami rin sa kani-kanilang mga anak ang nahinto sa pag-aaral.

Tayo po ay awtor ng RA 10917 o ang Expanded Special Program for Employment of Students o SPES. Malaking tulong po ang batas na ito para sa mga kabataang nagnanais makapagtrabaho para maipagpatuloy ang kanilang naudlot na pag-aaral.

Kaya panawagan ko sa mga kabataang mag-aaral na natigil sa pag-aaral dahil sa pandemya, samantalahin ninyo ang layunin ng batas na ito, dahil ito ay para sa inyo.

Malinaw kasi sa inilagay nating amendment sa SPES law na ibilang ang mga dependent ng mga manggagawang nawalan ng trabaho dahil sa business closures. At tulad nga ng nararanasan ng karamihang Pilipino ngayon, ito ang makatutulong upang makabalik sa pag-aaral ang mga estudyante.

Sabi nga ng Department of Education noong nakaraang taon, posibleng pumalo sa apat na milyon (4M) ang mga out-of-school youth ngayong taon dahil sa epekto ng pandemic sa ating mga  hanapbuhay.

Nakababahala ang patuloy na pagtaas ng bilang ng mga batang iniwan ang pag-aaral dahil sa iba’t ibang dahilan.

Base nga sa datos ng Philippine Statistics Authority noong 2017, siyam na porsiyento o 3.53 milyon sa tinatayang 39.2 milyong Pinoy na may edad anim hanggang 24 ang kinokonsiderang OSY. At sa kabuuang bilang na ‘yan, 83.1 percent ay mga batang may edad 16-24. Umaabot naman sa 11 porsiyento ang mga batang nasa edad 12 hanggang 15 at 5.7 percent ang mga batang may gulang na 6 hanggang 11.

Ayon sa pag-aaral ng PSA, pangunahing dahilan ng pagdami ng OSY ang maagang pag-aasawa at iba pang suliraning pampamilya. Dahil sa mga problemang ‘yan, nawawalan ng interes sa pag-aaral ang mga bata at ang iba naman, wala talagang kakayahang pinansiyal.

Ano ba ang SPES Law o ang RA 10917?

Ito ang batas na nagkakaloob ng 20 hanggang 78 na araw na pansamantalang hanapbuhay para sa mga kwalipikadong indibiduwal. Itinaas din ang age limit ng mga benepisyaryo na kung dati ay mga kabataang may edad 15 hanggang 25 lamang, ngayon ay mula edad 15 hanggang 30 na. Isinabatas ang SPES Law noong 2016.

Katumbas ng tinatawag na practicum o on-the-job training ang naibigay na serbisyo ng SPES beneficiaries kung ang napasukan nilang temporary employment ay may kinalaman sa kanilang kurso. At sakali mang tuluyan na silang isailalim sa empleo ng kanilang pinasukang kompanya, ang period of employment ng SPES beneficiaries ay kailangang maging bahagi na ng kanyang probationary period.

Ano ang sistema ng pagpapasuweldo sa mga SPES? Ayon sa batas, 60 porsiyento ng kanilang suweldo ay magmumula sa pinapasukan nilang tanggapan, habang 40 percent ay manggagaling sa gobyerno. Lahat ito ay matatanggap nilang cash upang maidagdag nila sa pambayad ng kanilang tuition fee o anumang gastusing may kinalaman sa pag-aaral, tulad ng transportasyon, daily allowance at pagkain.

Isinasaad pa rin sa SPES Law na ang mga OSY at ang mga naka-enroll sa kolehiyo, vocational o technical education ay maaaring magtrabaho anumang panahon nilang gustuhin, subalit ang mga mag-aaral na nasa sekondarya ay maaari lamang magtrabaho kapag summer o kaya’y Christmas vacations.

Ang halagang makukuha ng ating mga kabataan mula sa SPES ay makatutulong sa pagtustos nila sa mga gastusin sa kanilang pag-aaral.
