GOOD day, mga kapasada! As always, bati po ng pitak na ito ang isang matiwasay na araw at sana po, ligtas tayong lahat sa masamang epekto na dulot ng Delta variant ng COVID-19. Pinaigting ng Land Transportation Office (LTO) ang kampanya nito laban sa mga fixer na mapagsamantala sa iba’t ibang tanggapan nito na ang nagiging biktima ay ang mga kawawang drayber o may-ari ng mga sasakyan na nagpaparehistro sa iba’t ibang sangay ng LTO.

Ayon kay Atty. Clarence Guinto, director ng Land Transportation Office Law Enforcement Service (LES), umabot sa maraming bilang ng mga fixer ang naaresto ng kanilang mga tauhan mula  Hunyo hanggang Agusto 4, 2021 sa pamamagitan ng mga tauhan ng IGA na binubuo ng LTO Anti-Red Tape, Philippine National Police (PNP) at local government units. Sinabi ni Director Guinto na kanilang pinalitan ang 64 security guards na nakatalaga sa LTO-National Capital Region sa harap ng mga ulat  na nakikipagsabwatan ang mga ito sa mga naarestong fixer.

Ayon kay Guinto, sinampahan na ng kaso sa hukuman ang 25 sa 47 naarestong suspect samantalang ang iba ay kasalukuyan pang inimbestigahan ang pagkakasangkot sa  fixing. Samantala, ang 20 iba pang naarestong indibidwal ay  binigyan naman ng citation tickets at babala, ayon pa kay Guinto. Idinagdag ni  Guinto na ang ARTA sa ilalim ng pamumuno ni Director General Jeremiah Belgica ay nakapaghain na rin ng  kasong administratibo laban sa mga barangay official at mga tauhan ng LTO sa pagkabigo ng mga ito na mapangalgaan ang kani-kanilang area of responsibility  at tanggapan.

Binigyang-diin ni Director Guinto na “hindi po titigil ang liderato ng Land Tansportation Office sa kampanya laban sa mga illegal fixer hang-gang sa mawalis nang totohanan ng agency ang mga tiwaling fixer na ang karaniwang biktima ay ang mga walang tiyagang may-ari ng sasakyan na lumakad ng kanilang papeles.

Bago sinimulan ng LTO ang ‘all out war’ laban sa illegal fixers noong Hunyo 23, 2021, bumuo sina LTO Assistant Secretary Edgar Galvante at ARTA Director General Belgica ng inter-agency unit upang patindihin ang anti-fixers operation sa NCR at sa iba pang mga tanggapan ng LTO sa iba’t ibang bahagi ng bansa.

Kaugnay nito, nananawagan ang nabanggit na mga opisyal sa mga car owner na huwag kumasundo ng mga fixer sa pagpaparehistro ng kani-kanilang sasakyan upang maiwasan ang pagtanggap ng reprimand mula sa mga opisyal ng LTO.

PANUNTUNAN SA PAGMAMANEHO SA KALUNSURAN

Kamakailan, naagaw ang atensiyon ng pitak na ito ang dalawang drayber na nagtatalo sa crossing ng Sucat Avenue at BF Homes Aguirre St. sa lungsod ng Parañaque. Sa kabila ng malakas na patak ng ulan, ang dalawang hinuling drayber ng traffic enforcer, sa paniniwala ng pitak na ito, ay kapwa mali sapagkat kapos ang kanilang kaalaman sa pagmamaneho sa city streets.

Ayon sa ipinatutupad na batas sa traffic ng LTO, ang pagmamaneho sa mga city street is STOP and GO.  There is so much confusion caused by traffic lights and traffic enforcers, buses, trucks, jeepneys, taxis, pedestrians, children, parked cars, one way street, through lanes, turning lanes, at iba pa, and a good driving skills. Ang paniniwala ng pitak na ito, kapwa mali ang dalawang nagtatalong drayber dahil wala silang dahilan para pagtalunan ang maliit na bagay —ang kawalang muwang sa batas ng trapiko.Para maiwasan ang ganitong pagtatalo, minabuti ng Patnubay ng Drayber na magsaliksik para sa kapakanang pangkaligtasan ng mga drayber sa kanilang pagmamaneho na siyang benepisyasro ng pitak na ito. Narito ang ilang simpleng traffic rules in city street na dapat sundin upang maging ligtas sa aksidente.

KUNG NASA INTERSECTION

Kung nasa intersection, kailangang bagalan (slow) ang pagpapatakbo kung gustong lumiko.  Lumarga sa wastong lane (ahead of the time). Iwasang kumain ng malaking space kung liliko at manatiling nasa wastong lane matapos makaliko.

KUNG NASA TRAFFIC LIGHT

Kung nasa traffic light, huminto sa stop line, huwag sa daanan ng tao (cross walk), kung naka-go (on green light, look before you go).Don’t jump light, o sneak through yellow (hintayin ang go signal bago lumarga).

PAANO MAIIWASAN ANG BANGGAAN SA INTERSECTION

Papaano nga ba maiiwasan ang banggaan sa intersection? Aba eh, makinig kayo, mga kapasada.  Mahalaga ito sa ating propesyon. Ayon sa LTO, ang pagmamadali, kawalang ingat at kawalan ng kaalaman ang karaniwang dahilan ng banggaan sa intersection? Upang maiwasan ang ganitong sakuna,  kailangang ang bawat drayber ay may kaalaman sa batas ng trapiko na may kinalaman sa right of way gaya ng yield and stop signs, traffic signals and proper procedures for crossing intersection at ang wastong pagliko pakanan at pakaliwa when crossing an intersection.  Sa right of way, ayon sa LTO, itinatadhana sa Section 42, Article III (right of way and signals) ng LTO code na may kinalaman sa right of way na kapag ang dalawang sasakyan ay dumating (approach) sa isang intersection ng halos magkasabay, ang drayber na nasa kaliwang bahagi ng lane ay dapat huminto at bigyan ng pagkakataon sa right of way ang nasa kanang sasakyan. Kailangan sa ganitong pagkakataon na maging mahinahon ang  bawat drayber at bigyan ng pagkakataong lumarga ang may karapatan,  payo ng LTO.

MGA ARAL NA TURO NG  DEFENSIVE DRIVING

Mga kapasada, marahil ang ibang turo ng defensive driving ay naibahagi ko na sa inyo.  Ngunit ang kasabihang ang paalaala ay gamot sa taong nakalilimot, partikular kayong mga drayber, ay hindi mapapagod ang pitak na ito na sa maraming pagkakataon ay ibalik sa inyong gunita ang kahalagahan nito upang maiwasan ang ‘di inasahan lalo na sa panahong tayo ay may bagong nakaambang panganib – ang Delta variant na nariyan lamang sa paligid.

Sa mga kanayunan, na walang mga kanto at madalang ang mga naninirahan, ang tuling pinahihintulutan sa mga pampasaherong  sasakyan at motorisklo ay 80 km/hr samantalang ang mga motoror truck at buse ay 50km/hr. Sa mga through streets o boulevard na walang trapiko at walang blindcorners, ang pmapasaherong sasakyan at motorsiklo  ay 40 km/hr at sa motor truckat bus ay 30 km/hr. Sa mga mataong daan, interseksyon,  sa sangandaan, blind corner, pook pampaaralan, pagdaan sa mga   nakahintong sasakyan at sa iba pang sitwasyon na maituturing na delikado – 20 km/hr sa pampasaherong sasakyan at motorsiklko samantalang sa mga truck at bus ay 20 km/hr.

MGA SASAKYANG EXEMPTED SA TAKDANG TULIN

Samantala, itinatadhana naman sa RA 4136 na ang mga sumusunod ay exempted magpatakbo nang matulin sa itinakdang speed limit: doctor ang drayber nito sa panahon ng emergency, drayber ng ambulansiya na papunta at pabalik mula sa lugar na may aksidente, gayundin sa sinumang drayber na magdadala ng maysakit sa mga ospital o pagamutan.  Exempated din sa naturang batas ang mga law enforcer na nanghuhuli sa mga lumalabag sa batas ng  trapiko at drayber ng mga sasakyang pamatay sunog.
