PANANAGUTIN ni Health Secretary Francisco Duque III ang mga opisyal ng Department of Health (DOH) na mapapatunayang sangkot sa natuklasang multi-bilyong iregularidad sa departamento kaugnay ng procurement at implementasyon ng P8.1-bilyon Barangay Health Station (BHS) project.
Nabatid na noong Abril ay bumuo si Duque ng task force para imbestigahan ang mga proyekto na may kinalaman sa paglalagay ng school-based health stations sa may 5,700 barangay makaraang matukoy na posibleng may anomalya sa procurement process nito.
Batay rin sa report ng Commission on Audit (COA), hindi naiestablisa ang project sites bago ipinatupad ang proyekto dahil sa kawalan ng kaukulang panuntunan.
Natukoy rin na may mga opisyal ng DOH na nagrerekomenda ng bayad nang wala namang validations at kaukulang financial document requirements.
“The project establishing 5,700 Barangay Health Stations (BHS) in public schools in 2015 and 2016 was obstructed by ineligible and non-workable project sites that were not fully validated before project contracting and implementation due to absence of specific guidelines. Delayed and non-completion of the total BHS contracted again impacts on the procured equipment which remain idle or undistributed to intended school-based BHS,” nakasaad sa COA Performance Audit Report.
Hiniling na rin naman umano ni Duque sa Office of the Ombudsman na magsagawa ng fact-finding investigation at panagutin ang mga taong sangkot sa anomalya.
“I have initiated an investigation on alleged irregularities in the procurement and implementation of the School-based Barangay Health Station Project. I tried to give the persons involved the benefit of the doubt,” ani Duque.
“I am beyond frustrated. I am saddened and disgusted that the Filipino people are being shortchanged by the very people who were supposed to serve them,” dagdag pa ng kalihim.
Kaya’t ipinag-utos ni Duque na magsagawa ng masusing pagrebisa sa lahat ng transaksiyon na pinasok ng mga nakalipas na administrasyon sa kanilang departamento.
“Heads will roll. Big names, small names, past and present. There will be no sacred cows. Heads will definitely roll,” aniya pa. ANA ROSARIO HERNANDEZ
