MULTA SA LATE REGISTRATION NG SASAKYAN PINATATANGGAL SA LTO

HINIMOK ng vicechairperson ng House Committee on Metro Manila Development ang Land Transportation Office (LTO) na huwag nang patawan ng multa o penalty ang mga sasakyang hindi naiparehistro sa takdang panahon bunsod na rin ng COVID-19 pandemic.

Ayon kay Quezon City Rep. Precious Hipolito Castelo, libo-libong motor vehicle owners ang hindi nagawang maipa-renew ang rehistro ng kanilang mga sasakyan dulot ng ipinatupad na lockdown  sa iba’t’ ibang bahagi ng bansa.

“Tens of thousands of motor vehicle owners were not able to register their vehicles on time because of the quarantine. Even when restrictions were eased last month, registration was still a big challenge because of the surge in applications and not all LTO offices resumed operations,” sabi pa ng lady lawmaker.

Bukod dito, ilang sangay rin ng LTO ang makaraang magbukas ay kinailangang isarang muli para isailalim sa disinfection matapos na magpositibo sa coronavirus ang isa o higit pa nitong kawani.

Bagama’t nagbigay ng palugit na dalawang buwan ang nasabing ahensiya bago nito patawan ng multa ang ‘late registration’, binigyang-diin ni Castelo na hindi pa rin ito sapat kung saan dapat ding isaalang-alang ng una ang financial status ng mga vehicle owner.

“But that is not enough time considering the sheer volume of applications that LTO receives each day. I was told the queue for smoke emission testing alone can take more than a week,” giit pa ng Quezon City solon. “Penalizing motorists including owners of public utility vehicles during a crisis is an inconsiderate gesture from a government agency supposed to serve and help motorists,” dagdag pa niya.

Apela pa ni Castelo, bumuo ng ‘friendlier policy’ ang ahensiya na layong maging maayos ang proseso ng pagpaparehistro ng mga sasakyan at masolusyunan ang mahabang pila lalo na sa emission testing centers.        ROMER R. BUTUYAN
