NEW NORMAL SA BASIC EDUCATION

HABANG patuloy na hinaharap ng bansa ang iba’t ibang isyu na dala ng coronavirus disease 2019 (COVID-19) pandemic, sinisikap naman ng Department of Education (DepEd) na harapin din ang mga hamon ng basic education para sa school year 2021-2022, sa pamamagitan ng Basic Education Learning Continuity Plan (BE-LCP) sa ilalim ng DepEd Order No. 012, s. 2020.

Ang BE-LCP ay consistent sa mandato ng Section 1, Article XIV ng 1987 Constitution, kung saan poprotektahan at palalaganapin ng bansa ang karapatan ng mga mamamayan sa may kalidad na edukasyon sa lahat ng lebel. Sa ilalim ng Section 6, Chapter 1 ng Republic Act No. 9155, o Governance of Basic Education Act of 2001, binigyan ng kapangyarihan ang DepEd, pati na ng accounta­bility, at responsibilidad para masiguro ang access sa pagpapalaganap ng equity, at pagpapabuti ng kalidad ng basic education.

Dahil dito, layon ng BE-LCP na siguruhin ang kalusugan, kaligtasan at ikabubuti ng mga estud­yante, teachers, at iba pang tauhan ng paaralan sa panahon ng pandemya, habang  naghahanap ng paraan upang maipagpatuloy ang pag-aaral sa gitna ng krisis. Partikular na idinesenyo ang BE-LCP na may legal framework na tutugon sa pangangailangan ng “new normal,” bilang tugon sa kautusan ng batas na itaas ang karapatan ng lahat ng mamamayan sa de kalidad na edukasy-on sa lahat ng panahon.

Kaugnay nito, ang mga paraan ng pagtuturo sa mga iskwelahan, pampubliko man o pribado, ay maaaring gumamit ng kumbinasyon ng mga sumusunod, depende sa local health conditions, availability ng resources, at partikular na context ng mga mag-aaral.

  1. Face-to-face.   2. Distance learning. Dito naman, natututo ang mag-aaral kahit malayo sa teacher. Sa pamamagitan ng remote instruction. May tatlong klase naman ito: Modular Distance Learning, Online Distance Learning, at Television/Radio-Based Instruction. Mas maganda ito kung ang mag-aaral ay independent learners, o kung nasusuportahan ng magulang o guardian.
  3. Blended Learning. Ito naman yung magkasama ang face-to-face at Modular Distance Learning, Online Distance Learning, and Tele­vision/Radio-Based Instruction. Sa blended learning, ma­lilimita ang face-to-face learning, masisiguro ang social distancing, at mababawasan ang dami ng taong lumalabas sa bahay.
  4. Homeschooling. La­yon naman nitong mabigyan ng de kalidad na basic education ang estudyante sa tulong ng mga magulang, guardians, o tutor na dumaan sa training. Gayunman, ang paraang ito ay subject pa rin sa approval ng DepEd, dahil may mga isyung dapat plantsahin sa implementasyon nito, kasa-ma na ang supervision ng mga lisensyadong titser at alignments sa standard curriculum.

Sa pagpapatupad nito, may mga haharapin pa ring hamon ang BE-LCP.

Una, ang implementasyon ng iba’t ibang learning deli­very modalities, ang hamon na kakaharapin sa mga mag-aaral sa ilalim ng distance learning o blended learning na kulang ang kapasidad na mag-aral mag-isa, o hindi suportado ng magulang o guardian. Kritikal din sa implementasyon ang mass production ng titser at mga kakailanganing materyal para sa mag-aaral, gayundin ang suporta ng mga media institutions tulad ng TV at radio.

Ikalawa, kakailanganin ng DepEd ang sapat at ka­ragdagang financial resources upang masunod ang objectives ng BE-LCP. Dito kailangan ang suporta ng mga local government units, civil society organizations, at iba pang stakeholders.

Ikatlo, apektado ang holistic development ng mag-aaral. Kung maisasaayos ang BE-LCP, mababawasan ang interakston ng mga mag-aaral sa titser. Medyo maaapektuha ang kanilang learning outcomes, at magkakaroon din ng negatbong impacts sa mag-aaral na hindi agad makagamay sa pagbabago. Dito kailangan ang suporta ng pamilya upang mabawasan ang negatibong epekto.

Higit sa lahat, ibang iba ang learning environment sa gitna ng pandemya. Gayunman, naniniwala ang DepEd na sa kabila ng iba’t ibang socio-economic situa-tions ng pamilya na nakakaapekto sa pag-aaral, at learning support sa bahay, at mga kakaibang pagangailangan ng mga mag-aaral, ang BE-LCP pa rin ang susi para makapagbigay ng de kalidad na basic education na accessible at responsive sa new normal.
