APRUBADO na ng National Solid Waste Management Commission (NSWMC) na pinamumunuan ng Department of Environment and Natural Resources (DENR) ang adapsiyon ng total solid waste management solution upang makatulong na mapabuti ang waste recovery at paggamit ng sanitary landfills (SLFs).
Ayon kay Environment Secretary Roy A. Cimatu ang bagong pamamaraan na ito ay makatutulong sa DENR na mapabilis ang layunin sa mahigpit na pagpapatupad sa Republic Act 9003 o ang Ecological Management Act of 2000.
“Through the Total Solid Waste Management Solution, we will be able to augment the capacity of SLFs and make these more useful to the local government units (LGUs),” sabi ni Cimatu.
“This strategy will also help lessen solid wastes that go into coastal areas and waterbodies all over the country, and will support the ongoing rehabilitation of Manila Bay,” dagdag ng kalihim ng DENR.
Base sa resolusyon na nilagdaan ni NSWMC Alternate Chair at DENR Undersecretary for Solid Waste Management and LGUs Concerns Benny D. Antiporda, pagsasamahin ang proseso at teknolohiya para sa pamamahala ng biodegradable wastes, recyclables wastes at residuals with potential for diversion at ang pagtrato sa special wastes o household hazardous wastes bago ito itapon.
Aniya, sa pamamagitan nito ay matutulungan ang local LGUs para maisaayos ang proseso sa pamamahala maging ang pagtrato sa kanilang mga basura.
“We took into consideration both the capability and capacity of the LGUs to implement their targets in accordance with their 10-year solid waste management plan until such time that they are able to meet their maximum waste diversion target through materials recovery, composting and other resource recovery activities,” paliwanag nito.
Binigyang diin pa ni Antiporda na ang paggamit ng konsepto ng total solid waste management solution ay matitiyak na muling mapakikinabangan ang solid waste materials na pumapasok sa SLFs.
Sinabi din ni Antiporda, ang direktiba na nakapaloob sa NSWMC resolution ay ipapaalam sa regional offices sa pamamagitan ng DENR-Environmental Management Bureau para sa tamang pagdagdag ng Total Solid Waste Management Solution sa disenyo at operasyon ng panukalang SLF projects.
