DAHIL sa pangambang muli na namang lumasap ng matinding ‘shortfall’ sa tax collections ang Bureau of Internal Revenue (BIR) dahil sa nagpapatuloy na COVID-19 pandemic, maglulunsad ng ‘Oplan Kandado’ ang Kawanihan laban sa mga erring trader sa bansa.
Ang ‘Oplan Kandado’ ang ginamit na paraan ng BIR kaya sila nakakolekta ng P582 milyong buwis sa pagpapasara sa 196 business establishments na nabigong magparehistro at hindi nagbayad ng tamang buwis, ayon sa Department of Finance (DOF).
Una nang pinarangalan ng dalawang kapulungan ng Kongreso sina Finance Secretary Carlos ‘Sonny’ Dominguez III at BIR Commissioner Caesar ‘Billy’ Dulay matapos nilang makuha ang tax collection goal sa gitna ng pandemya noong nakaraang 2020 fiscal year..
Ang pagpapasara sa 196 kompanya noong nakalipas na taon ay bahagi ng Memorandum Order No. 3-2009 o ‘Oplan Kandado’ program laban sa mga may-ari ng mga business establishment na kinasuhan sa korte dahil sa pagkabigong bayaran ang pagkakautang sa buwis na umaabot sa P4.96 bilyon.
Ang pagbuhay sa ‘Oplan Kandado’ ang nakikitang paraan ng DOF at BIR para hindi dumanas ng ‘shortfall’ sa tax collections ang Kawanihan tulad noong unang pumutok ang COVID-19 kung saan napinsala nang husto ang negosyo na nagpabagsak sa ekonomiya ng bansa.
“The BIR’s performance under the ‘Oplan Kandado’ program in 2019 was a 218.88% improvement over its 223 closures of establishments reported in 2018 and a 140.76% increase in collections amounting to P799.47 million during that year,” pahayag ni Secretary Dominguez.
Matibay ang paniniwala nina Secretary Dominguez at Commissioner Dulay na kayang makuha ng BIR ang target tax collections.
Sa buwan pa lamang ng Abril ngayong taon ay nagpamalas na ng kanilang sipag sa pagkolekta ng buwis sina Quezon City BIR Regional Director Albin Galanza, Manila BIR Regional Director Jethro Sabariaga, newly-installed NCR East BIR Regional Director Ed Tolentino, Caloocan City BIR Regional Director Gerry Dumayas at Makati City BIR Regional Director Maridur Rosario.
Sa collection report ni Quezon City North Revenue District Officer Arnold Galapia, as of May 7, 2021, mula January to April ay nakakolekta na agad ito ng kabuuang P6,180,544.222.90, mas mataas kumpara noong nakalipas na taon na P4,828,471,367.42 o nag-increase ng P1,352,072,855.48 o halos 28.00% sa kabuuan.
Si RDO Tony Ilagan ng QC South ay nakapagtala naman ng tax collection record na P652,334,077.43 para lamang sa buwan ng Abril, mas mataas ng P2 milyon kung ihahambing sa nakalipas na taon.
Ang iba pang naka-goal na RDOs sa Metro Manila, ayon sa DOF collection report, ay sina Rufo Ranario ng Makati West, Beth Seba ng Makati East,Saripoden Bantog ng Pasig City, at Rodel Buenaobra ng QC-Nova.
Sa pinakahuling Travel Assignment Orders, itinalaga ni Commissioner Dulay sa mga bagong posisyon sina Pasig City RDO Deosgracias Villar, Mandaluyong RDO Cynthia Lobo, Cainta/Taytay RDO Mary-Ann Canare, Angeles City North Pampanga RDO Abdullah Bandrang, South Makati City RDO Joe Soriano at San Juan City RDO Thelma Mangio.
Binalasa na rin ni Commissioner Dulay ang mga group supervisor at examiner na mahigit tatlong taon na sa kanilang destino para maiwasan ang pamilyarisasyon sa paghawak ng tax cases sa mga taxpayer o ang tinatawag na ‘suki-suki’.
“Rapid Tax Collection Campaign ang gagamiting estilo ng BIR para makuha ang tax goal ngayong fiscal year at mahabol ang koleksiyon mula buwan ng Mayo hanggang sa pagtatappos ng taon sa Disyembre dahil sa epekto ng COVID-19,” ayon kay QC Director Albin Galanza.
“Mas mainam na mag-concentrate sa pagkolekta ng buwis ang mga tauhan at opisyal ng BIR sa halip na masangkot sa katiwalian na maaaring magbigay ng malaking kahihiyan sa kanilang pamilya at maging dahilan ng pagkakasibak sa kanilang puwesto,” pagbibigay-diin ni Commissioner Dulay.
