HINDI magagamit sa korupsiyon ang P10 bilyon na taunang alokasyon sa Rice Competitiveness Enhancement Fund (RCEF) na layuning suportahan ang mga magsasaka sa bansa.
Ito ang tiniyak ni Presidential Spokesman Salvador Panelo na mabuting pamamahala ang marka ng Duterte administration at “zero tolerance” si Pangulong Durerte sa katiwalian kaya hindi masasayang ang pera ng taumbayan sa ilalaang pondo.
“Good governance is the hallmark of the Duterte administration and the President has zero tolerance against corruption and wastage of taxpayers’ money. We continue to exercise accountability and transparency in all levels of the bureaucracy,” ani Panelo.
Aniya ang pagbuo ng RCEF o Rice Fund ay nakapaloob sa Rice Tariffication Law na nilagdaan ni Duterte.
Nakapaloob sa batas, ang kalihim ng Department of Agriculture (DA) ang magiging responsable at mananagot sa pagpapatupad ng Rice Fund.
Gayundin, magkakaroon din ng periodic review ang Oversight Committee sa Kongreso kaugnay sa pagkakagastos ng Rice Fund.
“The Secretary of Agriculture, as mandated by Republic Act No. 11203, shall be accountable and responsible for the Rice Competitiveness Enhancement Fund, otherwise known as the Rice Fund. The Department of Agriculture, in consultation with farmers’ cooperatives and organizations as well as local government units, shall also validate and update the masterlist of eligible beneficiaries, which include farmers, farmworkers, rice cooperatives and associations,” aniya pa rin dito.
