P17-M UNCERTIFIED PRODUCTS SA NCR AT LUZON NA-KUMPISKA NG DTI

SIMULA ng 2019, nakapagtala na ang Department of Trade and Industry (DTI) ng mahigit P17,000,000 ha­laga ng nakumpiskang uncertified pro­ducts sa National Capital Region (NCR) at katabing probinsiya sa Luzon bilang resulta ng kanilang patuloy na mahigpit na monitoring at enforcement efforts para sa pagtataguyod ng kalidad ng produkto at kaligtasan ng publiko.

Pinangunahan ng kanilang enforcement arm, ang DTI-Fair Trade Enforcement Bureau (FTEB), mayroong total na 84,477 piraso ng construction materials, household items, at electrical products tulad ng equal-leg angle bar, deformed steel bar, rerolled steel bar, GI wires, electric fan, circuit break-ers, socket-outlet, snap switches, CFL, fuse holders, inner-tube para sa  motorcycle tires, electrical tape, uPVC rigid electrical conduit, sanitary wares, Edison screw lamp holder, at Monobloc stool/chair pipes ang nakumpiska dahil sa umano’y paglabag laban sa technical regulations na ipinatutupad ng DTI.

“We are reiterating our commitment to protect consumers from uncertified products. This serves as a warning to all establishments selling substandard and uncertified products. Apart from the fine and confiscation of products, they are also losing their investments. Their credibility as well as safety of consumers and the public are what’s at stake here,” sabi ni DTI Secretary Ramon Lopez.

Para sa unang walong buwan ng taon, nakapag-monitor ang FTEB ng  9,764 kompanya. Sa bilang na ito, 550 Notices of Violation (NOVs) ang in-isyu para sa nakitang nagbebenta ng substandard at uncertified products na hindi nagtataglay ng marka ng Philippine Standard (PS) o Import Commodity Clearance (ICC).

Ipinaliwanag ng FTEB na sa pamamagitan ng NOVs, binigyan ang mga establisimiyento ng 48 oras para makapagsumite ng kanilang written explanation sa DTI bilang bahagi ng administrative due process bago sampahan ng formal charges.

May mga ilang kaso na ang dumaan sa adjudication process at nasampahan na ng kasong administratibo sa hindi pagsunod sa mandatory product certification at iba pang technical regulations.

Ang mga sumusunod na 34 establisimiyento ang napatawan ng multa na umaabot sa PhP 1.8 million:

Herba; 6) RSN Trading and Construction Services owned/operated by Reynan Jay Limbo; 7) Golden Libjo Trading & Con-struction Supply na pag-aari ni Shena Q. Marasigan; 8) RMJC Cocolumber & General Merchandise na pag-aari ni Ronald Cereno; 9) King Vincent Trading na pag-aari ni  Jose Rodrigo P. Espina; 10. Sky King Hardware and Construction Supply; 11) A.C. Amorado Builders & Supply; 12) JG Steel and Construction Supply; 13) Shiny Wood Hardware na pag-aari ni Jerico L. Kua; 14) Happy Future Steel and Wood Center Owned by Joseph C. Chen; 15) Oromax Hardware ni Jayson D. Wong; 16) WCDJ General M; 17)  Gerco Builders And Farm Supply, Inc.; 18) Glow Enterprises; 19) Max-iwin Trading And Construction Supply; 20) KEN 31 Hardware Corporation; 21. Marasigan.

Binigyang-diin ni Consumer Protection Group (CPG) Undersecretary Atty. Ruth B. Castelo, “The DTI will stop at nothing in tracking down unscrupulous businesses. The protection of consumers is our utmost priority and we remain steadfast in our commitment. As the Department continues to intensify its monitoring and enforcement efforts, we advise the public to remain vigilant when purchasing products, especially construction materials. Always look for the PS or ICC mark to be assured of quality and safety.”

Nagsimula ang FTEB noong Hulyo 2019 na ipatupad ang Oplan Kidlat Project para lalong mapalawak ang monitoring at enforcement efforts ng DTI sa lahat ng mga produkto at serbisyo na nasa ilalim ng kanilang hurisdiksiyon na may espesyal na pokus sa mga sakop ng technical regulations.
