MALUGOD na tinanggap ni Sen. Grace Poe ang pagbawi ng Department of Transportation (DOTr) sa Joint Administrative Order 2014-01 na nagpapahirap sa mga lumalabag sa batas trapiko sa mabibigat na multa.
“We welcome the openness of the DOTr to our call to revoke Joint Administrative Order 2014-01 which burdens violators of transportation laws with hefty fines,” ayon sa pahayag ni Poe. “We look forward for this pronouncement to be matched with action towards the scrapping of this illegal administrative order.”
Idiniin ni Poe na bagamat kailangan ang kaaayusan sa mga lansangan, hindi wastong malayo sa reyalidad ang mga alituntunin at regulasyon na maaaring ipatupad.
“The fines and penalties should be commensurate to the offense made. A one million peso fine for colorum buses is certainly too much,” diin ni Poe na chairperson ng Senate committee on public services. “If we really mean business, then the DOTr and its attached agencies should beef up on the enforcement side of existing laws and regulations.”
Idinagdag niyang mas epektibo sa mga lumalabag sa batas trapiko hindi ang ipinapataw na multa kundi ang kaalamang hindi sila makatatakas sa kanilang kasalanan.
“The more effective deterrent to violators is not so much the amount of penalty, but the knowledge that they cannot get away with the offense,” diin ni Poe.
