PAGLEGALISA SA MOTORCYCLE TAXIS PINAG-AARALAN NG DOTR

DOTr-MOTORSIKLO

PINAG-AARALAN ng Department of Transportation (DOTr) ang posibleng paglegalisa sa mga motorsiklo bilang public transport makaraang payagan ng Korte Suprema ang law enforcement agencies na hulihin ang motorcycle drivers na nasa ride-sharing services.

Inatasan ni Transportation Secretary Arthur Tugade ang iba’t ibang ahensiya na bumuo ng isang technical working group (TWG) upang talakayin ang mga isyu na may kinalaman sa paggamit ng motorsiklo bilang public transport.

“The TWG will be comprised of representatives from the DOTr, Land Transportation Office, Land Transportation Franchising and Regulatory Board, Philippine National Police–Highway Patrol Group, Metro Manila Development Authority, Senate, House of Representatives, commuter welfare groups, road safety advocates, motorcycle manufacturers, motorcycle organizations, and law schools,” ayon sa DOTr.

Tutukuyin ng grupo ang mga uri ng motorsiklo na maaaring pagkalooban ng prangkisa, ang minimum engine displacement, bilis ng motorcycle taxis, franchise route, seat at helmet requirements, at training requirements para sa motorcyclists sa ride-sharing ser-vices.

Tatalakayin din nito ang pananagutan para sa  passenger safety sakaling magkaroon ng aksidente.

“How do we ensure the safety of the passengers? Should the motorcycle taxi crash while a passenger is on board, who will shoulder all expenses? If the driver himself is injured or dies, what is the motorcycle owner’s accountability? All these should be thoroughly studied,” sabi ni Tugade.

“Motorcycle ride-hailing firm Angkas asked the Supreme Court on Friday to lift the temporary restrain-ing order it issued in early December which allowed transport authorities to apprehend its riders.”
