MULING nanawagan si Senadora Grace Poe para sa pagbuo ng Department of Water Resources sa layuning agad na makatugon ang bansa sa water issues na kinakaharap sa buong bansa.
“The irony is that although there is a horde of offices involved in water, no one agency has overall responsibility,” sabi ni Poe.
“Simply put: Our tubig sector is too big. So before we all sink, we need nothing less than a Titanic reform to prevent a Titanic disaster,” dagdag pa niya.
Hinikayat din ng senadora ang pribadong sektor na makipagtulungan sa pamahalaan sa pagtiyak sa pangmatagalang water management at access ng mga tao sa ligtas na drinking water.
Inihain ni Poe ang National Water Resource Management Act na lumilikha sa Department of Water Resources.
Nakabimbin ang panukala sa committee level.
Ang bagong ahensiya ang magiging pangunahing policy planning, coordinating, at implementing entity na responsable sa komprehensibo at integrated development at management ng water resources sa Pilipinas.
“Undoubtedly, the impact of having access to clean water is life-changing. But who decides which communities will receive this blessing? Consequently, one area that needs to be immediately addressed is our fragmented institutional, regulatory, and management framework,” pagbibigay-diin ni Poe.
“The creation of the proposed department is ‘urgent and needed’ as water has become a critical resource worldwide.”
