PAMUMUNUAN ng Department of Trade and Industry (DTI) ang bagong buong Inter-Agency Task Force on the National Employment Recovery Strategy (NERS) upang ibalik ang mga trabaho sa labor market at palakasin ang kasanayan ng local workforce.
“The objective of this employment strategy is to enhance the effectiveness of each of the policies and programs, and to more efficiently achieve the strategic national objectives,” pahayag ni DTI Secretary Ramon Lopez sa Joint Memorandum Circular (JMC) virtual signing ng NERS Task Force kahapon.
Ayon kay Lopez, layunin ng task force na muling simulan ang economic activities, maibalik ang business confidence, ma-upgrade at ma-retool ang workforce, at mapabilis ang access sa labor markets.
“Vital wide-ranging and integrated policy measures are needed. These should focus on: stimulating the economy and jobs; supporting en-terprises, employment and incomes; and protecting workers in the workplace, including occupational safety and health,” anang kalihim.
Ang NERS task force ay binuo kasunod ng pagkawala ng trabaho sa iba’t ibang industriya dahil sa epekto ng COVID-19 pandemic.
Sa kasagsagan ng community quarantine measures, ang unemployment rate sa bansa ay pumalo sa record-high na 17.7 percent.
“Unemployment rate eased to 10 percent in July 2020 and to 8.7 percent in October 2020.
However, this is far from the 5-percent unemployment rate before the pandemic,” ayon pa kay Lopez.
Labis na naapektuhan ng pandemya ang arts, entertainment, at recreation sectors kung saan limitado ang mga aktbidad nito, gayundin ang tourism-related sector ng accommodation and food services.
Ang arts, entertainment, at recreation jobs ay bumaba ng 38.2 percent, habang ang trabaho sa accommodation and food services ay sumadsad ng 33.2 percent.
“While the impact of COVID-19 on the country’s economy and labor market has been devastating, we are already seeing signs of our economic recovery,” ani Lopez.
Aniya, ang papel ng micro, small, and medium enterprises (MSMEs) ay mahalaga sa pagbabalik ng mga trabaho.
Dagdag pa niya, may mga programa ang DTI na susuporta sa entrepreneurship sa bansa. Ang MSMEs ay bumubuo sa 99 porsiyento ng mga trabaho sa bansa. PNA
