UMAPELA si Anakalusugan Partylist Rep. Mike Defensor kay Presidente Rodrigo Duterte na bawiin ang demosyon na ginawa ng Department of Budget and Management (DBM) sa libo-libong government nurses, kabilang na ang mga nakatalaga sa iba’t ibang local government units (LGUs) sa buong bansa.
Ayon kay Angara, bagaman maaaring maitama ang malaking pagkakamali ng DBM sa pamamagitan ng pagpasa ng Kongreo ng kaukulang batas o kaya’y pagsasampa ng kaso sa korte, ang mas mabilis na paraan para maresolba ang problema ay ang panghimasukan ito ng Punong Ehekutibo.
“Intervention by the President is the fastest way to rectify the injustice done to our nurses, who are at the forefront of our fight against COVID-19. I am sure that if this matter is brought to his attention, he will act fast,” pahayag pa ni Defensor.
“While rectification could be done through legislation or the filing of a new case in court, it would take time, years perhaps, before the demotion of our nurses is reversed and they finally get justice,” dagdag pa niya.
Dismayado ang Anakalusugan partylist congressman sa pagbaba ng DBM sa posisyon ng government nurses, na nangyari sa gitna ng kritikal na panahon, partikular kung saan ang Filipinas ay nilalabanan ang mapaminsalang pandemya dulot ng COVID-19.
Magugunita na sa ilalim ng DBM Budget Circular No. 2020-4, alinsunod umano sa Supreme Court ruling, ang government nurses ay mapapaloob sa Salary Grade 15 (P33,575) bilang entry-level pay, sa ilalim na rin ng Philippine Nursing Act of 2002, sa halip na Salary Grade 11 o katumbas lamang ng P21,000 basic monthly salary.
Subalit sa nasabi ring DBM circular, ang posisyon na Nurse II ay ginawang Nurse I, habang ang Nurse III ay naging Nurse II, gayundin ang mga Nurse IV, Nurse V, Nurse VI at Nurse VII ay ibinaba ng isang ranggo.
“The budget department was right in complying with the SC ruling and the law by fixing the minimum pay for government nurses at Salary Grade 15 (Nurse I). But instead of adjusting salaries for Nurse II and other senior positions at least a grade higher, the DBM downgraded them so that Nurse II became Nurse I,” puna ni Defensor.
“The DBM circular is most unfair to Nurse II holders because they were already receiving Salary Grade 15 pay, which should have been upgraded to at least Salary Grade 16 (P36,628) or an increase of P3.053,” dagdag pa ng mambabatas
Duda si Defensor na nais iwasan ng DBM ang pay levels increase para sa senior nurses upang hindi gumastos nang malaki at may maipon pang pondo ang gobyerno sa pamamagitan ng ginawang demotion, at para maiwasan ding lumabag sa kautusan ng SC at itinatakda ng nabanggit na batas.
Aniya, bagama’t nauunawaan niya ang pagnanais na ito ng DBM, na magkaroon ng savings ang pamahalaan na maaaring magamit sa COVID responses nito, hindi naman katanggap-tanggap na ang medical frontliners ang silang magdusa.

It should be on non-essential expenses like travel, for which there is P18 billion in the 2021 budget, training and scholarship, for which there is an allocation of P39 billion, donations (P50 billion), and supplies and materials, P158 billion),” giit pa ni Defensor.
