PINAIIMBESTIGAHAN  ni Senador Win Gatchalian sa Energy Regulatory Commission (ERC) at Department of Energy (DOE) ang mga napaulat na unplanned outages o biglaang pagtigil ng operasyon ng ilang power plants sa Luzon na nagdulot ng pagtaas ng singil sa koryente nito lang nakaraan.

Inudyukan din ni Gatchalian ang DOE na pagtuunan ng pansin ang mga logistical concern na kinakaharap ng ilang power producers upang mapigilan ang mga pagsasara ng iba pang planta sa mga darating na araw at baka makaapekto, aniya, ito sa COVID-19 vaccine rollout na inaasahang magtutuloy-tuloy na sa Mayo o Hunyo ngayong taon.

“Hindi dapat tayo magkaroon ng brownouts dahil padating pa ang mga bakuna natin sa katapusan ng buwan o kaya sa May o June. Maseselan itong mga vaccines. May iba na kailangan ng almost subzero freezing temperature o mga freezer na kaya ang negative 20 degrees. Kaya kung may brownout tayo, saan natin ilalagay ang mga bakuna natin? Malaking dagok ‘yan sa atin at maaantala ‘yung vaccination process natin,” sabi ng Senate Energy Committee chairperson.

“Dapat gumalaw rito  ang ERC dahil noong November 2020, naglabas sila ng isang polisiya na lahat ng planta ay dapat makapag-deliver batay sa tinatawag na reliability index. Kapag bumagsak sila doon sa polisiya ng ERC at hindi nila ma-justify kung bakit pumalya ‘yung planta, magmumulta sila,” dagdag pa ni Gatchalian.

Ayon sa datos ng Independent Energy Market Operator of the Philippines (IEMOP), sa billing period para sa buwan ng Marso ng kasalu-kuyang taon, nagkaroon ng 1,580 megawatts (MW) na non-coincidental unplanned outages o kabuuang 61.3% ng naitalang nasirang mga planta sa nasabing buwan. Para naman sa billing period ng Abril pero hanggang Abril 18 lamang, umabot sa 1,428 MW ang non-coincidental unplanned outages o kabuuang 62.8% ng mga nasirang planta sa nasabing buwan.

“Dapat ding imbestigahan ng DOE ang ilang alegasyon tungkol sa logistics. Dahil nga pandemya ngayon, hindi dumarating ang mga spare parts, kaya nagkakaproblema sa logistics. Dapat magawan agad ito ng aksiyon para hindi sabay-sabay na bumagsak ang mga planta,” sabi ni Gatchalian.

“Dapat gawin ng pamahalaan ang lahat ng makakaya para maiwasan ang brownout. Kaya ang solusyon dito at all cost — dapat ‘yung mga planta huwag bumagsak, huwag silang mag-outage,” dagdag pa ng senador. VICKY CERVALES
