BINIBIGYANG-DAAN ko ang open letter ni Ginoong Bienvenido Lorque para sa mahal na Pangulong Rodrigo Roa Duterte:
PRES. DUTERTE, PAKINGGAN MO NAMAN ANG BOSES NG MGA MAMAMAYAN…NAKAHANDA AKONG PANAGUTAN ANG MGA SINASABI KO.
Mga kababayan, bigyan natin ng kahalagahan ang salitang “qualified for amelioration program” na palaging kinakatuwiran ng DSWD. Obvious to say, AMELIORATION means “an act of making something better and or improve.”
Since March 15, 2020 when the government declared Enhanced Community Quarantine (ECQ) and no one is allowed to go out their houses to work and earn a living because of lock down, what qualification DSWD is talking about when the President releases 200 billion to be given to all Filipino families in order to have a better living or improve their living condition at home at the time of lock down? Does the family living improve and becomes better when they are inside their houses without money to buy foods, likewise, they can’t earn a living because all commercial establishment were closed?
Now, if the specific amount of 200 billion pesos was released by Department of Finance (DOF) to DSWD, the question is, will it be enough to all 24 million families if the amount to be given to each family are P5,000 to P8,000, respectively depending on the economic condition and spending in their respective region? To be specific, here is my transparent computation with assumption of equal distribution.
If the P200,000,000,000 billion be distributed at P5,000 per family consisting of 24 million families as per DSWD record, that simply meant that 40,000,000 million families can avail. Now, if this is the scenario, meaning 16,000,000 million families are in excess of 24,000,000 million families or the amount is equivalent to P80,000,000,000 billion, a crystal clear savings of DSWD.
Considering the second scenario that P8,000 be given to every family consisting of 24 million families, here is the transparent computation with assumption of equal distribution.
If the amount of P8,000 be distributed to 24,000,000 million families ( bibigyan lahat na mahirap at mayaman na pamilya), la-labas na 25,000,000 million na pamilya ang mabibigyan at dahil 24 million lang ang pamilya sa buong bansa ayon sa DSWD, may sobra pa para sa 1,000,000 families or equivalent to 8 billion kung P8,000 ang ibinigay sa bawat pamilya.
Anong klaseng pag-aaral ang gagawin ng DSWD sa kalagitnaan ng lockdown para hindi mabigyan ang bawat pamilya o ka-piranggot lamang ang ibibigay sa ibang pamilya dahil ang lahat na pamilya ay apektado ng COVID pandemic at hindi makalabas ng bahay dahil sa Enhanced Community Quarantine (ECQ) at lockdown?
MAHAL NA PANGULO, HUWAG KA NA MAG DALAWANG-ISIP…BUKAS NA BUKAS GIVE DSWD OFFI-CIALS A PERIOD OF THREE (3) DAYS, TO INCLUDE BARANGAY CAPTAINS WHEN NECESSARY, TO EXPLAIN KUNG BAKIT MARAMI ANG NAGREKLAMO NA HINDI SILA NABIGYAN NG AMELIORATION FUND. PARUSA-HAN AGAD ANG MAYSALA NANG HINDI MAPAMARISAN.
MAGSAMA-SAMA TAYO MANINDIGAN AT LABANAN ANG MALING SISTEMA AT PAMAMALAKAD NG DSWD DAHIL SA TOTOO LANG, MAHAL NA PANGULO, KAMI DITO SA BRGY. BATASAN HILLS, QUEZON CITY NA WALKING DISTANCE LANG SA DSWD AY HINDI PA NAKATANGGAP KAHIT PISO ANG MGA KAPIT-BAHAY KO NA MAHIGIT NA ISANG BUWAN ANG LOCKDOWN.
PLEASE DECLARE NOW A REVOLUTIONARY GOVERNMENT IN ORDER TO CORRECT EVERYTHING FOR THE GREATEST GOOD OF THE GREATEST NUMBERS.

Provide your constituent FREE water, electricity and communication from the start of COVID pandemic until such time that COVID pandemic is gone… Do not be servant to your Cabinet Members and Economic Advisers/Managers, but be a servant to the Filipino People as a whole.
