IMINUNGKAHI ni Senador Win Gatchalian na ikonsidera ang pagluluwag ng mga panuntunan sa COVID-19 testing at quarantine protocols sa mga turistang nabakunahan na, banyaga man o lokal, upang matulungang makabangon ang turismo ng bansa tungo sa unti-unting pag- bubukas ng ekonomiya.

“Kung nagluwag sa health protocols para sa mga bakunadong Filipinong bumiyahe galing ng ibang bansa, wala akong nakikitang dahilan para hindi rin ito ipatupad sa mga nabakunahang dayuhan at lokal na turista dahil pareho lang naman ang sitwasyon nila. Bukod dito, mas may pakinabang din ito sa ating ekonomiya dahil maibabalik natin sa trabaho ang mga empleyadong nawalan ng trabaho sa sektor ng turismo,” ayon sa Vice Chairperson ng Senate Economic Affairs Committee.

Sa kautusang inanunsiyo ng Department of Health (DOH) at ng Inter-Agency Task Force on Emerging Infectious Diseases (IATF) noong Hunyo 4, ang mga Filipinong dito nagpabakuna at nangibang bansa ay kailangang sumailalim sa pitong araw na lamang na quarantine pag-uwi nila. Ang RT-PCR o swab test ay kailangan lamang gawin sakaling may makitang mga sintomas ng COVID-19 sa loob ng nasabing quarantine period. Ang mga mag-uuwiang biyahero ay kinakailangang magpakita ng kanilang vaccination card sa kanilang pag-alis at pagbalik sa bansa para patunayan na bakunado na sila. Samantala, hindi kasama sa inanunsiyo ng IATF kung sakop ba ng tinatawag na “green lane” policy ang mga uuwing overseas Filipino workers (OFWs) at mga biyahero na nagpabakuna sa ibang bansa.

Sinabi ni Gatchalian na ang pagluluwag sa travel restrictions ay ipinatutupad na sa ibang bansa katulad sa Amerika, batay sa panuntunan ng Centers for Disease Control and Prevention (CDC).  Sa kasalukuyan, hindi na kailangang mag-self-quarantine ang lahat ng international travelers papasok ng Amerika, kabilang na ang U.S. citizens, at kailangan na lang magpa-COVID-19 test tatlo hanggang limang araw pagdating galing biyahe.

Sa bahagi naman ng European Union (EU) Commission, naglatag na rin ito ng panukala na huwag nang isailalim sa testing o quarantine ang mga nasa kanilang nasasakupan at bibiyahe papunta sa ibang bansa sa Europa bunsod na rin ng dumadaming bilang ng mga nabakunahan sa kanila.

“Ang unti-unting pagluluwag sa travel restrictions ay isa ring paraan para ma-address ang isyu ng vaccine hesitancy sa ating bansa. Marami sa atin ang gusto nang makapamasyal, pero kung napagtanto nila na maaari nilang magawa ito kung nabakunahan na sila, tiyak na dadami ang bilang ng mga pupunta sa mga vaccination centers,” ayon kay Gatchalian.

Sa pinakahuling pahayag ng Palasyo, sisimulan ang pagbabakuna ngayong buwan ng mga nasa A4 priority group kung saan kasama ang mga nasa accommodation and food service activities at mga empleyado ng airline companies. VICKY CERVALES
